Job summary

Recruit Express Pte Ltd is recruiting on behalf of a prominent Singapore public healthcare organisation for a senior procurement leader. You will oversee end-to-end procurement operations across multi-stakeholder environments and drive governance, contract management and strategic advisory to executives.

This role leads a team of about 10 procurement professionals, ensures compliance, improves procurement processes, and partners with Legal, Finance and Audit to safeguard organisational interests.

Qualifications

• Bachelor's degree in Business, Supply Chain Management or a related discipline.
• Minimum 15 years of procurement experience, with 6+ years in leadership.
• Experience in public sector, statutory boards or regulated environments preferred.
• Strong analytical, communication and project management skills.
• Ability to influence stakeholders and drive governance improvements.

Responsibilities

• Lead end-to-end procurement operations across corporate and sector initiatives.
• Provide leadership across the full procurement lifecycle including planning, sourcing, tendering, and contracts.
• Direct a team of ~10 procurement professionals with performance oversight.
• Ensure audit readiness and robust compliance with governance frameworks.
• Advise senior management on sourcing strategies and contractual considerations.
• Collaborate with Legal, Finance and Risk teams to strengthen controls.
