Job Description:
  • Monitor and supervise the plant's operations team to ensure all safety, environmental, and production goals are met.
  • Ensure critical plant parameters are within the target and provide guidance and advice for corrective action in the event of any plant upsets or hiccups which include conducting investigation/troubleshooting.
  • Monitor the performance of the production processes:
  • Develop and/or manage the OEE (Overall Equipment Efficiency) framework.
  • Knowledgeable on how to achieve operating targets and strategies (KPI), and lead the operating team to achieve those results.
  • Take care and support the plant production planning and communicate effectively with shift team leaders to ensure the target is achieved.
  • Collaborate with the maintenance team to minimize equipment downtime through effective handover planning, including for plant shutdowns and turnarounds.
  • Review and update operational work process updates and reviews i.e risk assessment (RA), standard operating procedure (SOP).
  • Assist in preparation and monitor monthly budgets for reagents, consumables and all other controllable operating expenses.
  • Support report writing/dashboard development to management on plant performance and compliance.
  • Provide support to technical compliance, QHES and HR team related with operational training development and tracking within the operation team.
  • Support the engineering department on plant improvement initiatives and capital project base.
  • Take the lead in operational improvement/modification initiatives. This includes management of change (MOC) implementation, design review, commissioning new facilities and lead Pre‑Start Up Safety Review (PSSR).
  • Support as the Deputy Operations Manager while the Operations Manager is not on duty.
  • Serve as a liaison for the operations team, collaborating with maintenance, engineering, and other departments to ensure smooth cross‑functional processes.
  • Support any other activities and initiatives as delegated by the Operations Manager

Job Requirements:
  • Degree in Chemical / Process Control / Mechanical Engineering or equivalent.
  • Minimum 10 years of experience in chemical, refinery, power plant, waste to energy, or environmental process operations.
  • Incumbents with 2nd grade Steam Boiler Engineer Certification has an added advantage
  • Possess a good working knowledge of the chemical and thermal process units and an understanding of combustion systems / furnaces / COGEN, evaporation, distillation, instrumentation, process control, air pollution control systems, safety systems, pumps, screw compressors, exchangers, and more.
  • Proven experience in a senior or supervisory role, with a track record of leading a team and managing complex operational tasks.
  • In‑depth knowledge of chemical processes, plant operations, and safety protocols.
  • Strong analytical and troubleshooting skills to effectively diagnose and resolve operational upsets.
  • Able to work independently and in a team to achieve the departmental goal of lean production.
  • Excellent verbal and written communication skills for effective collaboration with all plant departments and senior management.

Location: Tuas South Vicinity with transport provided (to & fro) at Boon Lay MRT and Choa Chu Kang MRT.
