Job summary

Sembcorp Specialised Construction is seeking an experienced Resident Technical Officer to supervise and inspect major construction works on-site in Singapore. The role involves coordinating with engineers, ensuring compliance with statutory requirements, and maintaining high safety and quality standards.

The ideal candidate has at least 10 years of RTO experience, a polytechnic diploma, and credentials with IES/ACES/JAC. Flexible for overtime and shifts as required by project needs.

Qualifications

• 10+ years of experience as an RTO and site supervisor for major construction works.
• Diploma from Polytechnic or BCA Academy or equivalent.
• Accredited with JAC-IES-ACES.
• BCSS certificate holder.
• Familiar with contract administration, site supervision regulations, and progress reporting.
• Willing to work overtime and/or shifts when required.

Responsibilities

• Assist the Resident Engineer on-site in supervising and inspecting construction work to ensure compliance with statutory and client requirements.
• Work closely with C&S QP, Resident Engineer and other ROTs and contractors to resolve site issues and ensure timely project completion.
• Supervise and coordinate day-to-day civil and structural works in accordance with project specs, drawings, and Building Control Act.
• Monitor project progress, identify potential issues or delays, and implement timely corrective actions; assist in preparing reports and site documentation.
• Ensure all works comply with BCA requirements, building codes, regulations, and company policies.
• Conduct regular inspections and oversee quality control to maintain high construction standards.
• Maintain accurate site records, monitor schedules, ensure safety compliance, and attend project meetings.
• Carry out regular site checks on contractors and ensure compliance with MOM health and safety requirements.
• Validate overtime requisitions and supervise temporary works when necessary.
• Inspect material/workmanship tests and supervise overseas fabrication yard inspections when required.
• Report defects/non-conformances promptly to the Consultant; issue instructions to the Main Contractor for testing and follow-up actions.
• Prepare defect lists and ensure rectification works are carried out satisfactorily.
• Inspect façade works, waterproofing systems, architectural finishes, and specialist installations such as balustrades and structural steel components.
• Report non-conforming activities to the QP; keep Resident Engineer promptly informed.
• Perform other duties as assigned by the Employer from time to time.
