Key Responsibilities
Strategic Leadership & Organisational Excellence
  1. Provide visionary leadership that balances commercial viability with social outcomes.
  2. Drive innovation and future-ready practices to strengthen vocational pathways and improve client/student outcomes.
  3. Champion organisational change to improve service delivery, inclusivity and long‑term sustainability.
  4. Promote excellence through continuous improvement, data-informed decision‑making and quality assurance.
Strategic Planning
  1. Develop and implement strategies that enhance vocational training, employability and innovation.
  2. Identify opportunities to integrate emerging practices and assistive technologies into programmes.
  3. Build strong partnerships with industry, community stakeholders and agencies to expand opportunities.
  4. Monitor and evaluate programme performance to ensure alignment with APSN’s mission and goals.
Administration
  1. Oversee Delta Senior School (DSS) students’ admission to Centre For Adult (CFA) for continuous learning and development.
  2. Oversee CFA programmes, ensuring quality training, efficient operations and production standards.
  3. Manage trainee development, monitoring progress and ensuring attainment of vocational competencies.
  4. Ensure compliance with safety, regulatory and resource management requirements.
  5. Supervise day‑to‑day operations while aligning administrative functions with long‑term objectives.
HR & Staff Well‑being
  1. Foster a supportive workplace that prioritises staff engagement, resilience and well‑being.
  2. Implement HR policies, performance management systems, and recognition initiatives effectively.
  3. Promote open communication and positive staff relations to build trust and motivation.
  4. Ensure equitable practices that value diversity, inclusion and staff contributions.
Professional Development
  1. Formulate overall centre Learning Direction.
  2. Formulate and implement growth plan in the centre for staff professional development.
  3. Provide professional development opportunities for staff.
Staff Development & Management
  1. Lead, mentor and supervise staff to ensure effective programme delivery and team performance.
  2. Level up staff competency in training and intervention plans.
  3. Oversee staff professional development through structured training, coaching and upskilling opportunities.
  4. Develop workforce plans to meet evolving organisational and programme needs.
  5. Strengthen a culture of collaboration, accountability and professional growth.
Financial
  1. Oversee the centre’s financial workflow to ensure compliance of APSN’s governance requirements e.g. planning and approval of budget, procurement, quotation evaluation, issuance of purchase order, receipt of goods and services, reimbursement of expenses,ogonning assets etc.
  2. Regularly review centre’s financial policy to ensure appropriate alignment with APSN and other relevant agencies accounting processes.
  3. Work with Head (Finance) in the preparation of the school’s annual financial statement and move toward sustainable P&L.
Partnerships
  1. Establish and strengthen strategic partnerships with parents, alumni, employers and community organisations to support transition‑to‑work pathways.
  2. Expand employer and industry networks to increase work exposure, internship and employment opportunities for students.
  3. Drive parental involvement and advocacy, ensuring caregivers are active partners in transition planning and student development.
  4. Maintain strong communication channels with parents and partners through Orientation, Individual Parent Conferencing sessions and Employer Network sessions.
  5. Strengthen alumni engagement to support advocacy and school development initiatives.
  6. Represent DSS in external stakeholder engagements to enhance the school’s visibility and credibility as a leader in vocational education and transition‑to‑work.
Job Requirements
  • Bachelor’s degree with at least 5 years of experience in project management, strategic planning, or organizational development.
