Job description
1. Job Functions

The Senior Manager, Residential Homes provides strategic and operational leadership across all PERTAPIS Sheltered Homes. This role ensures the delivery of high-quality, compliant, and resident‑centred services in alignment with PERTAPIS’ mission, values, and the regulatory frameworks of MSF, SPS, and other relevant agencies.

Key Responsibilities
1. Strategic Leadership & Operational Excellence
  • Lead the operational management and development of all Sheltered Homes, ensuring compliance and service quality.
  • Translate PERTAPIS’ vision into actionable service plans, SOPs, and improvement initiatives across Homes.
  • Coordinate cluster‑wide projects and foster cross‑learning between Homes to promote best practices.
2. Staff Supervision & Development
  • Supervise and guide Heads of Homes in performance management, staffing, and capacity building.
  • Cultivate a professional, ethical, and values‑driven work culture.
  • Identify training needs and oversee development programmes for staff involved in care, rehabilitation, and case management.
3. Resident Care & Programme Oversight
  • Ensure delivery of holistic, individualised care for residents (children, women, seniors, ex‑offenders), incorporating casework, counselling, education, and reintegration support.
  • Monitor and evaluate the quality and impact of in‑house and community‑based programmes.
  • Embed trauma‑informed and resident‑centred practices across all Homes.
4. Safeguarding, Risk & Compliance
  • Uphold safeguarding standards and serve as the escalation point for all critical incidents (e.g. abscondment, self‑harm, abuse, relapse).
  • Oversee audits, inspections, and licensing renewals to ensure compliance with statutory requirements.
  • Maintain risk registers, lead root cause analyses, and ensure timely implementation of preventive measures.
5. Community & Stakeholder Engagement
  • Liaise with MSF, MOH, SCORE, NCSS, and other statutory and voluntary agencies to strengthen partnerships.
  • Build and maintain positive relationships with families, donors, volunteers, and grassroots organisations.
  • Represent PERTAPIS in external engagements, committees, and sector‑level discussions where required.
6. Budget & Resource Management
  • Oversee annual budgeting, expenditure tracking, and cost‑efficient resource utilisation across all Homes.
  • Collaborate with HQ departments to ensure smooth administrative and operational support.
  • Drive initiatives for resource sharing, operational efficiency, and sustainability.
2. Candidate Requirements
  • Bachelor’s Degree in Social Work, Psychology, Counselling, or a related field.
  • Postgraduate qualification in Management or Social Service Leadership is an advantage.
  • Minimum of 5 years’ experience in residential or social service settings, with at least 3 years in a managerial or cluster leadership role.
  • Strong knowledge of MSF Standards of Care, Halfway House Service Model, and Sheltered Home Service Model (Elderly).
  • Demonstrated expertise in safeguarding, crisis management, and audit processes.
  • Strong leadership, communication, and stakeholder engagement skills.
  • Proven ability to work effectively with diverse and vulnerable populations
3. Working Hours

5 days work week

Monday to Friday - 9am to 6pm
