Job Description
MINDS is undertaking a multi-years project to relocate its Special Education Schools and Special Student Care Centres to cater to increasing enrolments for students with special needs.
This position is required to serve as a business partner to lead the day-to-day coordination and execution of school relocation and redevelopment activities for two schools under Project "Gardens Rebuilding, Redevelopment and Occupation Works" (GROW), ensuring the successful delivery of project outcomes with minimal disruption to education services.
Key Functions and Tasks
Project Management
- Responsible for coordinating school project development strategies and plans including aligning to schools' long term infrastructural plans to cater to student enrolment project and operational excellence.
- Establishes strategic relationships with internal and external stakeholders to ensure smooth project development activities, and solicits requisite approvals and permits. This includes working with Schools, MOE, MSF and contractors.
- Leads the project specification, estimation and planning activities and also ensures project risk management.
- Ensures adequate technical feasibility reviews and engineering studies.
- Reviews submitted final design submittals including basis of design, technical specifications, plans layouts, schematics and detail design with feedback from schools.
- Leads the organisation's safe and sustainable design initiatives and drives compliance with regulatory and legislative requirements.
- Works with contractors and government authorities to ensure compliance to regulations including health and safety standards.
- Monitors the project progress and timeline to work with stakeholders for prompt resolution.
- Manages contractors for prompt resolution of issues.
- Co-inspects work after completion.
- Coordinates with Schools on relocations to minimise disruption to normal operation.
Budget and Resources
- Ensures proper tracking of budget and compliance with budget spending.
- Ensures proper tracking of assets during handing and taking over including facilitating the smooth transition of capitalised accounting records and funded assets.
Administrations and Reporting
- Coordinates the preparation of reports and submission to funders and government authorities.
- Tracks outcome and provides periodic progress reports to management.
- Coordinates signing of agreements and ensures compliance with terms and conditions.
- Ensures proper knowledge management and filing, including keeping of drawings and building plans.
- Facilitates audit.
- Prepares requirement specifications for procurement.

Qualifications
- Degree in civil or structural engineering or any relevant qualification.
Other Information
- Minimum of 8 years of relevant experience.
- Experience in project management, coordinating site refurbishment, fund accounting and/or social service sector are advantageous.
- Good project management and communication skills.
- Analytical, good teamwork and collaborative in order to solve problems.
- Possesses problem-solving and interpersonal skills.
