The Singapore Translational Cancer Consortium (STCC) aims to strengthen the overall impact of cancer research and translation in Singapore by bringing together key basic, clinical and translational teams on joint platforms to actively establish and implement collaborative cancer programmes. STCC is part of the Consortium for Clinical Research and Innovation Singapore (CRIS) umbrella of research-related business entities and is supported by the National Research Foundation, Singapore (NRF) and the Singapore Ministry of Health through the National Medical Research Council (NMRC) Office, MOH Holdings Pte Ltd.

STCC; a nationally coordinated consortium to synergise cancer research capabilities in Singapore, brings together unmatched basic, clinical, and translational talent in Singapore to create globally significant peaks of excellence in selected Asian cancers.

About the Role

We are seeking an experienced Manager or Senior Manager to provide strategic and operational leadership for STCC's Cancer Databases and Tissue Banks Platform. The successful candidate will work closely with the Platform Co-Leads and STCC Programme Office to operate today's platform, build tomorrow's AI capabilities, and govern the ecosystem that makes both possible.

The successful candidate will be embedded within the healthcare cluster managing Singapore's largest cancer care burden, while supporting the delivery and coordination of STCC's national Cancer Databases and Tissue Banks Platform across participating institutions. This cluster home base will provide close access to frontline clinical, research, operational and data teams while the role retains a clear national mandate across all three public healthcare clusters.

The role will advance a nationally coordinated cancer data and biospecimen ecosystem spanning clinical cancer datasets, tissue banks and biospecimen information, molecular and multimodal research data, data catalogues, national health infrastructure and appropriate centralised or federated access models. It will also build the capabilities needed to interrogate research and operational data, develop and validate AI models, and translate successful models into research, operational and clinical workflows.

The successful candidate will therefore combine disciplined platform delivery with national capability building, AI enablement and ecosystem leadership. The role will help enable academic and industry collaborations, data-driven clinical studies, AI-enabled cohort discovery, predictive modelling, clinical trial matching and future multimodal cancer foundation models that can improve cancer research and patient outcomes.

Key Responsibilities

• Platform Operations & Delivery
  
  • Translate the Platform 2 vision and strategy into prioritised programmes, implementation roadmaps, workstreams and measurable outcomes.
  • Lead ongoing delivery of core initiatives including the Cancer Data Commons, OneCancer, MESH, the STCC Research Warehouse and associated Platform 2 programmes.
  • Coordinate national Platform 2 initiatives while embedded within one healthcare cluster, maintaining close operational interactions with cluster-based clinical, research, operational and data teams.
  • Lead planning, prioritisation, execution and monitoring from concept through implementation, evaluation and sustainable operation across multiple concurrent workstreams.
  • Develop and maintain integrated roadmaps, budgets, resource plans, milestones, dependencies and delivery metrics; recommend priorities and trade-offs where resources, readiness or technical dependencies constrain delivery.
  • Maintain executive-level visibility of programme status, risks, interdependencies and resource constraints; lead corrective action or escalation where delivery is at risk.
  • Lead annual and multi-year budget development and monitoring; align manpower, institutional contributions, vendors and operating requests with defined workstreams, deliverables and strategic outcomes.
  • Provide clear, decision-oriented updates and recommendations to the Platform Co-Leads, STCC leadership, governance committees, funders and institutional stakeholders.
  • Provide direction, coaching and oversight to programme and project staff; establish clear ownership, accountability and follow-through across STCC direct hires, seconded staff, institutional personnel and external contributors.
• Build National Capability: Cancer Data & Biospecimen Ecosystem Development
  • Build a nationally coordinated cancer data and biospecimen ecosystem that supports discovery, responsible access, research use and translation across participating institutions.
  • Provide programme oversight for cancer data and biospecimen acquisition, annotation, curation, harmonisation, integration, storage, discovery and access, including linkages between clinical datasets, tissue banks, registries and molecular or multimodal assets.
  • Build national cancer databases within national health infrastructure, including cluster Healix environments and other approved centralised or federated platforms, aligned with institutional ownership, security and governance requirements.
  • Drive cross-cluster alignment on core data and biospecimen definitions, metadata, quality expectations, common data models, harmonisation standards and implementation approaches.
  • Establish measurable data-quality, biospecimen-quality and usability indicators with clinical, laboratory, research and technical stakeholders.
  • Oversee the development, implementation and sustainability of data catalogues, cancer registries, tissue bank networks, research data environments and supporting operational tools.
  • Coordinate institutional, technical and vendor workstreams required for secure and interoperable data movement, transformation, linkage and integration across approved environments.
  • Translate scientific, clinical and industry use cases into clear data, biospecimen, infrastructure, governance, access and resource requirements.
  • Use programme metrics and stakeholder feedback to assess capability performance, inform priorities and convert Platform 2 assets into research, clinical and industry collaborations.
• AI Enablement & Translation
  • Lead the AI enablement and translational roadmap for Platform 2, including VIOLA and related capabilities for multimodal oncology data, model development and deployment.
  • Develop capabilities to interrogate research and operational data within approved environments, including cluster Healix environments, through accessible cohort discovery, analytics and model-development tools.
  • Drive development of AI-ready multimodal datasets and pipelines for data structuring, harmonisation, enrichment, quality assessment and reusable feature generation across clinical, radiology, pathology, biospecimen, genomic and trial data.
  • Work closely with clinical, operational and research stakeholders in the cluster environment managing Singapore's largest concentrations of cancer patients, datasets and translational research activities to identify and scale nationally relevant AI use cases.
  • Coordinate with relevant national and cluster partners on secure environments for model development, validation, hosting, lifecycle management and deployment without unnecessary duplication of raw patient data.
  • Enable high-value applications including natural-language cohort discovery, predictive modelling, AI-assisted clinical trial matching, multimodal research tools and cancer foundation models.
  • Establish pathways to evaluate, validate and deploy suitable models into research, operational and clinical workflows, with appropriate monitoring, human oversight and governance.
  • Build translational capability among clinical, research, data and programme teams; support adoption of reproducible methods, shared tools and scalable operating models.
  • Identify emerging AI and data-science opportunities, assess feasibility and value, and recommend priorities that strengthen Platform 2's national impact and sustainability.
• Coordinate governance and responsible-access arrangements for Platform 2 data, AI models and biospecimen resources across participating institutions.
• Support negotiation and operationalisation of multi-institutional agreements, service arrangements and project frameworks with institutional, legal, procurement, information-technology, ethics and governance stakeholders.
• Maintain oversight of programme, data, AI, biospecimen, compliance, privacy, security and institutional risks; elevate significant issues promptly with practical recommendations for resolution.
• Ensure commitments to partners and funders are supported by realistic capabilities, resources, operational plans and accountable ownership.
• Build trusted relationships across the three healthcare clusters and create transparent channels for information sharing, decision-making, issue resolution and escalation.
• Engage senior clinicians, researchers, institutional leaders, technical teams, government stakeholders, funders and external partners with credibility and sound judgement.
• Work with STCC's business development, translational research and clinical platforms to shape partnerships, adoption pathways and sustainable national use of Platform 2 capabilities.
• Support grant planning, reporting, audits and governance reviews; recommend continuation, scaling, redeployment or cessation of resources based on performance and strategic need.
• Promote a collaborative, accountable and delivery-focused national platform culture while respecting institutional responsibilities and capabilities.

Candidate Profile

• Education
  • Minimum Bachelor’s degree in life sciences, biomedical sciences, healthcare, public health, health informatics, data science, engineering, business, or a related discipline.
  • A relevant postgraduate qualification is advantageous.
• Experience
  • For appointment at Manager level: at least 7 years of relevant experience, including substantial responsibility for complex healthcare, research, data, infrastructure or multi-stakeholder programmes.
  • For appointment at Senior Manager level: at least 10 years of relevant experience, including demonstrated leadership of complex, multi-institutional programmes or strategic initiatives.
  • Experience in healthcare, clinical research, translational research, health informatics, biomedical data, research infrastructure, programme management or a related environment.
  • Demonstrated experience managing budgets, resources, risks, timelines and stakeholder expectations across multiple workstreams.
  • Experience supervising, coaching or coordinating multidisciplinary teams.
  • Experience in grant-funded environments, healthcare research programmes, data platforms or national initiatives is advantageous.

  • Working knowledge of healthcare data governance, research ethics, data privacy, security and biospecimen requirements in Singapore. Familiarity with relevant standards and regulatory frameworks is advantageous.
  • Demonstrated ability to establish effective programme planning, delivery tracking, risk management and reporting systems.
  • Formal programme or project-management certification is advantageous but not essential.
