Qualifications

  • Degree in Accounting/Finance/Business/Engineering or equivalent.
  • At least 6 years relevant working experience.
  • Professional qualifications such as RIMS-CRMP, CRMA, CRISC, CPA, CA, CIA or equivalent are advantageous.
  • Strong knowledge of Enterprise Risk Management, governance, internal controls and assurance frameworks.
  • Strong risk identification, assessment, analytical and problem-solving capabilities.
  • Experience in risk assessment, KRIs, risk reporting and stakeholder management, including engagement with senior management and governance committees.
  • Ability to leverage AI and digital tools to enhance risk analysis, reporting, ERM process automation, process efficiency and decision support.

Responsibilities

  • Enhance and maintain the Group ERM framework, methodology, risk register and risk assessment processes.
  • Facilitate enterprise-wide risk identification and assessment, including inherent and residual risk assessments.
  • Work with Risk Owners to identify risks. Develop key controls and risk mitigation plan
  • Integrate risk considerations into business planning, major projects and management decision-making.
  • Monitor emerging risks and support Management in determining appropriate risk responses.
  • Develop and monitor Key Risk Indicators (KRIs), risk thresholds, mitigation plans and control effectiveness.
  • Analyse risk trends and changes in the organisation’s overall risk profile.
  • Align and consolidate risk across the Group and prepare risk dashboards, heat maps and management reports.
  • Coordinate periodic risk reporting to Management Steering Committee, ARC and the Board.
  • Establish and maintain appropriate risk governance structures in all entities, including identifying Risk Owners, Risk Champions and risk working committees.
  • Facilitate Management ERM Steering Committee and risk working committee meetings.
  • Provide advisory and guidance to business, corporate functions and Town Councils on their risk management responsibilities under the Three Lines Model.
  • Work with functional leaders to strengthen accountability and management of cross-functional risks.
  • Support Town Councils in strengthening risk governance, risk ownership, monitoring and reporting practices, including facilitating risk discussions and capability-building initiatives.
  • Maintain and enhance the Group Incident Reporting Framework and escalation requirements.
  • Review significant incidents to identify root causes, control weaknesses and lessons learnt.
  • Analyse incident trends and incorporate findings into risk assessments and mitigation strategies.
  • Support the implementation and enhancement of CSA programmes. Develop key controls for BU/ Corporate function self-assessment.
  • Facilitate the process and/or control owners to assess key controls and identify control gaps.
  • Promote management accountability and facilitate management self -assessment and declaration.
  • Alignment and coordination among ERM, Internal Audit, Compliance, Quality Assurance and other functions.
  • Develop and deliver ERM training, workshops and awareness programmes.
  • Provide practical guidance, tools and support to Risk Owners, Risk Champions and employees.
  • Promote risk awareness culture and accountability across the organisation.
  • Develop communication, newsletter, e-training materials and digital initiatives to strengthen risk awareness and engagement.
  • Provide risk advisory support for strategic initiatives, projects and organisational changes.
  • Participate in cross-functional governance, compliance, safety and transformation initiatives as may be required
  • Coordinate engagement and manage external consultants in supporting risk management projects.
  • Coordinate the review and timely renewal of corporate insurance policies and liaise with insurers, brokers and internal stakeholders on insurance matters.
  • Support the tender, evaluation and appointment of insurance brokers and ensure the insurance policy is timely reviewed and renewed
  • Work with and manage Broker on all insurance-related matters including claims matters, broker’s training
  • Ensure timely update to the ARC and reviewed-related initiatives.

Job description

The Senior/Manager, Enterprise Risk Management (ERM) supports in driving and strengthening the ERM framework across EM Services Pte Ltd, its subsidiaries and managed Town Councils.

This role is responsible for coordinating the identification, assessment, monitoring and reporting of strategic, operational, financial, compliance and emerging risks to Management, the Audit and Risk Committee (ARC) and the Board, partners closely with business and corporate functions to embed risk management into business planning, operations and decision-making, strengthen risk ownership and accountability, and develop appropriate risk indicators and risk mitigation plans.

This role also supports related areas including incident reporting, Control Self-Assessment (CSA), insurance management, risk culture and other governance initiatives.
