Job summary

A leading educational institution in Singapore is seeking a Data Governance & Stewardship professional to design and implement data governance frameworks and lead stewardship programs. Ideal candidates should have a degree in Computer Science or a related field, along with at least 7 years of experience in data governance, alongside strong SQL skills. Job description
  • This position is for Office of Integrated Information Technology Services (IITS).

  • Data Governance & Stewardship
    • Design and implement enterprise‑wide data governance frameworks, policies, and standards, aligned with University objectives to drive data sharing, data reusability and data accessibility.

    • Lead data stewardship program, including identifying, training, and coordinating with data owners and stewards across business domains.

    • Define data ownership models and accountability structures.

    • Develop and maintain data catalogs, business glossaries, and metadata management practices.

  • Data Security & Compliance
    • Co‑develop with Data Infrastructure Architect and Data Architect to design and implement data security controls (encryption, masking, access controls) in the data platform.

    • Ensure compliance with relevant regulations (PDPA, GDPR, and industry‑specific requirements).

    • Manage data protection impact assessments and data subject access processes.

  • Data Sharing Enablement
    • Implement mechanisms for reusable and secure data sharing (curated datasets, data contracts).

    • Define data sharing guidelines and agreements.

    • Drive adoption of governed and reusable datasets across departments.

  • Data Product Blueprint Design and Management
    • Develop and manage the data asset blueprint for the SMU Data Platform, ensuring alignment with business needs, priorities, and interdependencies.

    • Collaborate with technical leads and stakeholders to design, build, and deliver high‑quality SMU Data Products.

  • Data Management Lifecycle & Delivery Practice
    • Lead the lifecycle management of governed data assets from requirements gathering through design, delivery, maintenance, and retirement.

    • Apply Agile or structured methodologies to plan, prioritise, and manage data governance initiatives and metadata/data quality improvements.

    • Coordinate dependencies between data engineers, source system owners, and governance stakeholders.

    • Identify and remove blockers to governance adoption and delivery progress.

  • Other duties as assigned.

Qualifications
  • Degree in Computer Science, IT or related discipline.

  • Minimum 7 years of experience in data governance, data management, or related domains.

  • Proven experience in implementing data governance initiatives; candidates with master data management implementation experience will also be considered.

  • Strong knowledge of data cataloguing, metadata management, and data quality tools.

  • Proficiency in SQL and understanding of database technologies (relational, NoSQL).

  • Experience with data modeling, data lineage, and metadata management.

  • Familiarity with data integration patterns, ETL/ELT processes, and modern data architectures (data lakes, lakehouses, data mesh).

  • Understanding of data security principles and implementation (encryption, tokenization, access controls).

  • Resourceful and able to work independently, with strong ownership, planning, organisational, and problem‑solving skills to manage competing priorities.

  • Strong business analysis skills, with the ability to elicit, capture, and document requirements and discussion outcomes, and articulate governance and data sharing practices clearly.

  • Strong stakeholder engagement and influencing skills to drive adoption across diverse groups.
