COMPANY DESCRIPTION

THKMC was incorporated on 13 October 2011 as a charity to provide multiple social and welfare services to the community at large, and achieved an Institute of Public Character (IPC) status on 18 November 2011. THKMC is the charitable arm of Thye Hua Kwan Moral Society, which lives by the mission - To Serve Mankind - to help anyone who needs help regardless of their race, religion, colour, language, creed and culture. THKMC today serves more than 70,000 beneficiaries through more than 70 programmes across five Services, which include Disability, Early Intervention for Children, Family, Seniors' Community, and Therapy.

RESPONSIBILITIES

The Senior Manager, Business Excellence leads and oversees operational management and strategic initiatives across six centres. This role is critical in ensuring operational efficiency, service quality and alignment with the organisation's long‑term goals. S/he will work closely with the Centre Heads to drive a high‑performing culture, improve processes and implement best practices that support sustained growth and excellence across all six centres. This role reports to Chief, Early Intervention for Children Services.

Key Responsibilities
Operational Oversight & Strategic Alignment
  • Lead the operational and strategic management of six centres in collaboration with Centre Heads.
  • Ensure that each centre operates efficiently, meets performance targets, and aligns with the organization’s mission and objectives.
  • Establish and enforce operational standards and SOPs to ensure consistency and excellence across centres.
Performance Monitoring & Process Improvement
  • Track, analyze, and report on centre‑level and overall operational KPIs.
  • Identify performance gaps and implement targeted improvement initiatives.
  • Drive continuous improvement through process optimisation, resource utilisation, and best practice sharing.
Team Leadership & Staffing
  • Manage and mentor a team of Centre Heads and support staff, promoting a culture of accountability and high performance.
  • Lead manpower planning, recruitment support, and staff development strategies in coordination with HR.
  • Ensure centres are adequately staffed and staff schedules are optimised to support service delivery.
Events, Stakeholder Communication & Engagement
  • Oversee planning and execution of centre and service‑wide events and engagement initiatives.
  • Maintain effective communication with key internal and external stakeholders, including clients, partners, and vendors.
  • Foster a culture of collaboration and responsiveness across all centres.
Reporting, Budgeting & Compliance
  • Prepare and present regular operational reports and insights to senior leadership.
  • Oversee centre budgets, financial planning, and expense management to ensure cost‑effectiveness.
  • Review and approve major purchase requests, ensuring compliance with procurement policies.
Facility Management
  • Ensure all centre facilities are well‑maintained, safe, and fully operational.
  • Coordinate with maintenance teams and vendors for timely repairs, upgrades, and compliance with safety regulations.
QUALIFICATIONS
  • Bachelor’s Degree in any field
  • Trained in Specialist Diploma in Early Intervention (Special Needs) and familiar with Early Intervention settings is an advantage.
OTHER INFORMATION
  • Minimum 8‑10 years of experience in operations, with at least 3 years in a leadership role.
  • Strong analytical, strategic thinking, and decision‑making skills.
  • Proven track record in performance management, process improvement, and cross‑functional team leadership.
  • Excellent interpersonal and communication skills with the ability to influence and inspire.
  • Proficiency in operational software, MS Office tools, and reporting systems.
