The Role

We are seeking an experienced, strategic and forward-thinking Senior Manager / Assistant Director, Human Resource. Reporting to the Head of Human Resource, you will serve as a trusted HR leader and strategic business partner to the NUHS@Home leadership team and key stakeholders.

This is a hands‑on leadership role for someone who enjoys driving people strategies that support workforce transformation, talent development, employee engagement and organisational growth, while leading the HR team and providing tactical advice and practical solutions across the employee lifecycle.

As a key member of the NUHS@Home leadership team, you will play an important role in shaping the people agenda and enabling the continued growth and evolution of the NUHS@Home care delivery model. You will also contribute to leadership continuity for the HR function by supporting the Head of Human Resource on designated matters and strengthening succession coverage within the HR team.

What you will own
Strategic HR Business Partnering
  • Build strong, trusted relationships with business leaders and stakeholders, providing strategic advice and practical HR solutions that support organisational priorities and business outcomes.
  • Advise leaders on the interpretation and application of HR policies and procedures, employment legislation, performance management, manpower planning, resourcing, rewards and other people‑related matters.
  • Partner with Talent Acquisition to develop and implement targeted recruitment strategies aligned with NUHS@Home manpower plans, workforce requirements and growth priorities, including the review and approval of compensation recommendations.
  • Lead the annual manpower planning and budgeting exercise, ensuring alignment with organisational priorities, workforce requirements and financial objectives.
  • Support organisational transformation, change management and workforce redesign initiatives to enable the growth and evolution of NUHS@Home’s care delivery model.
  • Analyse workforce trends, employee engagement data, attrition metrics and other manpower indicators to generate insights and recommendations for organisational and workforce planning, and the effective management of organisational risks.
  • Oversee employee lifecycle matters through the HR team, including employee enquiries, employment changes, transfers, appointments and exit processes, in accordance with HR policies and procedures.
People Leadership and Development
  • Lead, manage and develop the HR team to ensure the effective, professional and timely delivery of HR plans, programmes, processes and services.
  • Provide direction, coaching and support to build HR capability, strengthen service delivery and promote a high‑performing team culture.
  • Foster close collaboration with relevant Group HR Centres of Excellence to deliver integrated and value‑adding people solutions.
Employee Engagement, Talent and Workforce Development
  • Drive employee engagement initiatives that strengthen workplace culture, employee experience, productivity and retention.
  • Work with leaders to identify organisational capability gaps and support organisation design, workforce planning, capability‑building and talent pipeline initiatives.
  • Promote a culture of continuous learning, collaboration, accountability and service excellence.
Governance, Policy and Stakeholder Collaboration
  • Collaborate with NUHS Group HR Centres of Excellence and relevant stakeholders to implement HR projects, programmes and initiatives.
  • Work with the Centres of Excellence to review and enhance HR policies, guidelines and processes to ensure their relevance to NUHS@Home and compliance with applicable regulatory requirements.
  • Contribute to NUHS, Ministry of Manpower (MOM), Ministry of Health (MOH), MOH Holdings (MOHH), NUHS@Home and Human Resource projects, events, governance initiatives, policy reviews and committees, as assigned or appointed.
Who You Are

This role is suited to an experienced HR leader who is able to operate at both strategic and operational levels: shaping the people agenda, advising senior stakeholders, leading a small HR team, and translating organisational priorities into practical workforce and talent solutions.

Background
  • A bachelor’s degree in Human Resource Management, Business Management or a related discipline.
  • At least 10 years of relevant HR experience, preferably within the healthcare sector, with a strong track record in HR business partnering, organisational transformation, workforce redesign and people management.
  • Demonstrated ability to influence and partner with business leaders to achieve strategic business and people outcomes.
  • Demonstrated experience leading, coaching and developing HR professionals or business partners.
  • Strong knowledge of HR practices, including employee relations, performance management, manpower planning, talent management, resourcing and rewards.
  • Proven leadership and collaboration skills, with the ability to develop team members, build effective partnerships across functions and work independently with a high degree of initiative.
  • Strong analytical, problem‑solving and decision‑making skills, with the ability to translate workforce data and insights into actionable recommendations.
  • Proficient in Microsoft Office applications, particularly Excel and PowerPoint, with experience in workforce analytics, manpower reporting, budgeting and presentation development.
  • Experience in healthcare operations, change management or organisational capability‑building would be an advantage.
