What the role is:

SMP develops sector strategies to tackle emerging issues, plans the longer‑term structure of services and infrastructure, and oversees the account management of key Social Service Agencies to support service delivery.

What you will be working on:

The job holder will work in SMP’s Data, Analytics, and Research Team (DART) as a data scientist. Specifically, he/she will be part of a team to:

  • Develop a data research agenda for sector development strategy and policy development
  • Devise and utilise algorithms and models to mine data, perform data and error analysis to improve models, clean and validate data for uniformity and accuracy
  • Perform data science and automation projects involving programming and visualisation
  • Conduct data research to derive insights from structured and unstructured data sources – including working with datasets using data analytics platforms and tools, assembling, transforming, and analysing data for business requirements
  • Communicate insights from data research to Management and key stakeholders
  • Manage data required by the Sector Strategy and Development Directorate, including ensuring data adheres to data standards, and working with external agencies and organisations on data sharing
  • Identify opportunities for data optimisation and implement solutions to enhance data quality, accessibility, and usability
What we are looking for:
  • Experience in Data Science, Statistics, Computer Science, Mathematics, Economics, Business Analytics or equivalent analytics fields
  • Strong data skills (including data management, analytics, visualisation)
  • Proficiency in following software is preferred: Excel, Tableau or PowerBI
  • Experience in one or more database querying and programming language for data science application, such as SQL, Python, and R
  • At least 4 years relevant work experience in data projects
  • Strong analytical, systems‑thinking and conceptualisation skills
  • Strong interpersonal skills; comfortable working with people of all levels and able to build good collaborative relationships with internal and external stakeholders
  • Effective team player with good team and project management skills
  • Proficiency or experience in geospatial data and geospatial analytics will be an advantage
