ITS Vice Presidency Context
Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty by 2030 and boosting shared prosperity in a sustainable manner by delivering transformative information and technologies to its staff working in over 130 client countries. ITS is one of three Vice Presidencies (VPUs) that have been brought together as the World Bank Group Integrated Services (WBGIS), to provide enhanced corporate core services and enable the institution to operate as one strategic and coordinated entity.

ITSFD Low Code Technical Project Manager's Position
The ITS Fiduciary Operations Unit (ITSFD) supports digital solutions for Procurement, Financial Management, and Environmental and Social Safeguards across Bank Operations. It provides integrated, efficient tools that enable borrowers and staff to ensure compliance with fiduciary requirements, financial audits, and environmental and social safeguards.
The Information and Technology Solutions Fiduciary Operations unit (ITSFD) is seeking an experienced Technical Lead & Project Manager to lead enterprise‑scale low‑code platform deployments and manage LCAP application delivery across the World Bank’s fiduciary domains. This role combines program leadership, technical governance, and agile execution to ensure successful adoption of low‑code platforms (e.g., OutSystems, Appian, Salesforce) and delivery of mission‑critical applications at scale.
The ideal candidate will have a strong background in enterprise low‑code ecosystems, integration strategies, and agile product delivery, with proven experience managing complex, multi‑stakeholder projects in global organizations.
Responsibilities
- Provide technical leadership and direction across all phases of the solution lifecycle, ensuring alignment with enterprise architecture, security, and compliance standards.
- Lead end‑to‑end planning, execution, and governance of enterprise low‑code platform deployments and LCAP application projects.
- In‑depth knowledge of LCAP platforms such as OutSystems, Appian, and Salesforce, including visual development, architecture, modular design, and best practices.
- Lead and mentor a team of developers, providing technical guidance, code reviews, and fostering continuous improvement.
- Design robust and scalable technical architectures for LCAP solutions, translating business requirements into technical specifications.
- Define project scope, objectives, timelines, and deliverables aligned with business priorities and enterprise architecture standards.
- Manage stakeholder engagement across business, IT, and vendor teams, ensuring alignment with fiduciary and operational requirements.
- Oversee risk management, compliance, and quality assurance throughout the project lifecycle.
- Diagnose and resolve production issues, optimize application performance, and implement effective debugging strategies.
- Communicate technical decisions and trade‑offs clearly to stakeholders and leadership.
- Promote best practices in low‑code development, DevSecOps, and integration patterns.
- Strategically balance technical feasibility with business value.
- Embed Generative AI (GenAI) capabilities into LCAP applications, including REST‑based integration with enterprise AI services.
- Build document‑centric AI features, orchestrate LCAP solutions with enterprise search or vector stores for accurate, traceable responses.
- Apply Responsible AI practices aligned with enterprise frameworks, covering privacy, data loss prevention, data residency, model risk documentation, and human oversight.
- Leverage LCAP platform AI capabilities to improve developer productivity and standardize AI building blocks.
- Create reusable components, templates, and accelerators to streamline development.
- Drive integration with enterprise systems such as SAP, ServiceNow, Azure AD, and data platforms, ensuring compliance with security and data residency policies.
Product Development & Agile Execution
- Coordinate with architects and developers to ensure secure, scalable, and maintainable solutions.
- Implement governance frameworks for platform usage, ALM, and development guardrails.
- Translate business requirements into technical solutions with business analysts, product owners, and solution architects.
- Participate in SAFe ceremonies (PI Planning, sprint planning, system demos, retrospectives) to ensure technical alignment and delivery transparency.
- Track KPIs and business outcomes to measure value realization and inform roadmap evolution.
- Manage risks, progress, and on‑time, on‑budget delivery.
- Facilitate discussions to align technical decisions with business objectives.
The Low Code Technical Project Manager's key deliverables include:
- Technical direction and oversight across all phases of the project lifecycle.
- A comprehensive design document outlining system components, integration points, data flows, and alignment with enterprise standards.
- A phased execution plan detailing development milestones, resource allocation, timelines, and risk mitigation strategies.
- Delivery of a clean, maintainable, and well‑documented codebase that adheres to organizational coding standards and includes automated testing coverage.
- Regular reporting on development progress, code quality metrics, issue tracking, and resolution status to stakeholders and product manager.
- Deployment plans and governance frameworks for low‑code platforms.
- Integration strategies and reference architecture.
- Training materials and adoption toolkits.
- Progress reports, KPIs, and risk assessments.
Selection Criteria
- A master’s degree in computer science, engineering, or a related technical field with at least 5 years of relevant experience, or a bachelor’s degree with a minimum of 7 years of project management experience.
- 4 years of hands‑on development using LCAP, including building web and mobile applications, integrating with external systems via APIs (REST/SOAP), and handling data modeling and SQL.
- 4+ years of experience in IT project management in low‑code platform delivery.
- Proven track record managing enterprise‑scale deployments and application delivery using low‑code platforms (OutSystems, Appian, Salesforce).
- Strong understanding of integration architectures (APIs, event‑driven patterns), identity management, and data governance.
- Experience with ALM/DevOps for low‑code and pro‑code environments (Azure DevOps, GitHub, IaC).
- Advanced expertise in at least one enterprise LCAP (architecture, configuration, extensibility via services/components); relevant certification(s) preferred.
- Excellent communication, stakeholder management, and leadership skills in a global, matrixed environment.
- Demonstrated experience embedding GenAI/ML into apps and integration with Azure OpenAI and Google Gemini, including safe prompting, grounding, and fallbacks.
- Proven track record implementing secure‑by‑design solutions aligned with enterprise standards (OWASP, NIST, Zero Trust).
- Knowledge of enterprise integration with platforms such as SAP S/4HANA, ServiceNow, M365/Azure, Snowflake/Databricks.
