Description
Ensure full compliance with Rotary business conduct and ethics policies for office and on project sites. Support project team in planning and executing work of HSE-related matters on site. Comply with all relevant scope of work assigned by the HSE Officer/ Manager.
Responsibilities
- To oversee the HSE program for one or more small projects within a work/ project site.
- To monitor work activities in order to advise Management on HSE deficiencies and HSE implementation program or performance.
- To coordinate and assure compliance with the Risk Management Program.
- To implement, coordinate and deliver safety-related training programs.
- To maintain and control all safety documentation.
- To deliver other duties/ work scope as assigned by HSE Officer/ Manager.
- To supervise the project HSE function on a construction project or operating facility.
- Directs the issuance of Notices of Non-Compliance to contractor/subcontractors found in violation of the HSE rules & regulations. Follows-up to ensure compliance
- To direct the issuance of Notices of Non-Compliance to contractor/ sub-contractors found in violation of the HSE rules & regulations. To follow-up and ensure compliance.
- To assist in all areas of safety planning and incident prevention.
- To inspect & rectify any unsafe practices and conditions at the worksite.
- To manage and administer HSE programs for the project.
- To plan and coordinate the safety training and certification of crew on site.
- To facilitate incident investigation together with project team.
- To ensure that all lifting gears, appliances, electrical equipment are inspected monthly and that the register, colour coding and records are up to date.
- To supervise the daily monitoring of work practices of Rotary and/or other contractors/ sub-contractors at the project.
- To assure that project-working conditions meet Rotary and/or client HSE requirements.
- To ensure that all site activities adhere to legal regulations, including Environmental regulations.
- To be knowledgeable on the use of air sampling, atmospheric equipment and instrumentation.
- To carry out any other safety-associated functions and processes as instructed/ assigned by HSE Officer/ Manager.
- To evaluate the safety of entry in confined space.
Requirements
- GCE “O” level with safety training or additional relevant safety certification.
- Advance certificate in workplace safety and health or equivalent is preferred
- Certification of Oil/ Petrochemical Industry Safety Course for Supervisor and Occupational First Aid is preferred.
- Preferably with at least 2-3 years of relevant training experience in Oil and Gas construction industry.
