Job Summary
The Senior HR Executive - Employee Relations & Operations manages the complete employee lifecycle from onboarding to offboarding, maintains HR records, handles employee relations matters, and ensures compliance with statutory requirements. This role serves as the primary point of contact for employee inquiries and supports day-to-day HR operations.
Key Responsibilities
Employee Lifecycle Management
- Coordinate employee onboarding with statutory briefings (Employment Act rights, PDPA, WSH)
- Manage offboarding processes including resignations, exits, and retirements
- Draft and issue termination, retrenchment, or resignation letters in legal format
- Conduct exit processes with full and final settlement, return of company property, and proper record closure
- Prepare and maintain contract addendums as required
Leave & Attendance Management
- Oversee leave management system and processes
- Manage all statutory leave types: annual, sick, maternity, childcare, paternity, shared parental, unpaid infant care, reservist, and public holidays
- Track and report on leave balances and attendance patterns
Work Pass Administration
- Process, renew, and cancel work passes (EP, S Pass, Work Permit) via MOM
- Maintain accurate records of work pass information and expiry dates
- Liaise with immigration authorities and employment vendors
Employee Relations & Engagement
- Foster positive employee relations and address workplace concerns
- Drive employee engagement initiatives and surveys
- Conduct grievance and whistleblowing procedures in accordance with policy
- Manage internal communications on HR matters
HR Data & Records Administration
- Maintain comprehensive employee records (contracts, work pass info, leave, pay)
- Ensure retention and secure disposal of HR records per statutory retention periods
- Generate HR analytics and reporting for management
Compliance & Insurance
- Monitor and update policies to reflect MOM, TAFEP, and PDPC legislative changes
- Communicate legislative policy updates to employees
- Administer health insurance for employees
- Manage ethics and anti-bribery declarations
Required Qualifications
- Diploma or Bachelor's degree in Human Resources, Business Administration, or related field
- Minimum 5-7 years of HR experience in employee relations and operations
- Strong knowledge of Singapore Employment Act, MOM work pass regulations, and TAFEP guidelines
- Experience with HRMS systems and employee data management
- Excellent interpersonal and conflict resolution skills
- Strong organizational and record-keeping abilities
- Experience with grievance handling and mediation
- Knowledge of employment law and dispute resolution
- Preference will be given to candidates coming from Veterinary or Human Hospital background
- Candidates joining on short notice or immediately will be given priority.
