Job description
Position Summary

The role oversees and delivers the full spectrum of HR operations and administration functions to ensure high quality HR service experiences.

This role is ideal for someone who is passionate about transforming HR operations, driving process excellence, and leading assigned projects to better support our people.

Responsibilities
  • Manage the end-to-end monthly payroll cycle, ensuring accuracy, confidentiality and timely payment, ensuring compliance with statutory and tax requirements.
  • Lead the design and administration of employee benefits programs including insurance and leave and other benefits.
  • Oversee employee leave management, including policy implementation, leave tracking accuracy and compliance with statutory and company requirements.
  • Prepare and submit monthly reports and related statistics to HO as well as ad-hoc surveys and returns as required.
  • Review monthly staff cost for all departments, operational expenditure, and transactions for variance analysis and budgeting.
  • Provide insights on workforce trends to support workforce planning and strategic decision making.
  • Identify and implement solutions to improve operational efficiency through automation and process improvements.
  • Oversee and supervise the updating of employee training administration and training record database.
  • Support the Head of HR in implementing recruitment plans and strategies, including sourcing, liaising with recruitment agencies and completion of offer process, as well as other employee life cycle activities and mobility matters.
  • Oversee the annual performance management cycle, ensuring clear communication and timely completion in line with policy and procedure.
  • Oversee salary review, budgeting and rewards processes, ensuring alignment with policy and market competitiveness.
  • Manage employee relations matters, providing guidance to managers and staff on HR policies, workplace issues and grievance management.
  • Support investigations into employee complaints, misconduct or disciplinary matters in accordance with company policies and due process.
  • Ensure satisfactory union-management relations and manage collective bargaining agreements.
  • Lead the Branch’s CSR Committee and drive the planning and execution of CSR programs.
  • Plan and organize social events, team-building exercises, wellness programs and initiatives that foster a positive and communicative work environment.
  • Assist the Head of HR in supervising staff within the Department.
  • Handle assigned general administration functions.
Requirements
  • Diploma or Bachelor’s Degree in Human Resources, Business Administration/related discipline.
  • Minimum 8 to 10 years' relevant experience in HR and preferably in the financial and banking sector.
  • Strong understanding of HR operations, payroll management and employment legislation in Singapore.
  • Proven experience in supervisory role.
  • Proven experience in employee relations and HR policy implementation.
  • Excellent interpersonal and stakeholder management skills with ability to influence effectively across levels.
  • Able to work independently and be an effective team builder.
  • Proactive, hands‑on, detailed and adaptable.
  • Comprehensive knowledge of MS Office Application software.
