The foundation is an active advocate in education which funds scholarships for high-performing students and study awards to disadvantaged students as well as promotes cultural and charitable activities. Senior Finance Manager / Finance Manager

Job Summary

We are looking for a dedicated and detailed – oriented Senior Finance Manager / Finance Manager the Finance department and to support the financial, governance, and reporting functions of a Singapore – based Charity.

RESPONSIBILITIES
1. Financial Management and Annual Reporting
  • Oversee monthly and year-end closing for the organisation and its subsidiaries.
  • Prepare Group-level consolidated financial statements, including group cash flows statements and consolidation adjustments.
  • Oversee the external audit processes, coordinating with auditors to ensure timely completion and resolution of audit issues, including post-audit actions tracking.
  • Assist the production of the organisation’s annual report, including compilation of information from internal departments and liaise with graphic designer and printer.
  • Prepare and submit quarterly GST returns, including Longer-Period Adjustment.
  • Review and file audited financial statements in XBRL format.
  • Prepare and file surveys with relevant authorities (URA, IRAS).
2. Treasury Oversight - Donations & Investment
  • Monitor annual donation disbursement budget.
  • Track and report on donation and sponsorship disbursements, ensuring alignment with approved budgets and strategic goals.
  • Support the monitoring and reporting of investment performance, including data analysis and liaison with bankers.
3. Governance & Internal Controls
  • Assist in drafting and updating internal policies and SOPs in line with the Code of Governance for Charities and IPCs (“the Code”) and other relevant regulations.
  • Ensure compliance with SFRS, IRAS, Charities Act, the Code, GST rules for charities including timely and accurate statutory submissions.
  • Prepare annual submission to the Charity Portal.
  • Ensure robust internal controls and support process improvements for financial efficiency and accuracy.
4. Committee of Management & Sub-Committee Support
  • Prepare and present quarterly finance and operational reports in both English and Chinese for the Committee of Management and relevant sub-committees (Investment and Corporate Governance).
  • Oversee accurate recording of meeting minutes for sub-committee meetings.
  • Maintain proper documentation of board resolutions, meeting papers, and governance records.
REQUIREMENTS
  • Chartered Accountant (Singapore), ISCA Member
  • Degree in Accounting / Finance and/or a related discipline
  • Minimum 8 - 10 years of relevant experience, preferably in a charity, foundation, group finance, and audit-support role.
  • Solid knowledge of group consolidation, financial reporting, and audit coordination.
  • Proficient in XERO, Workday or equivalent accounting software.
  • Familiarity with investment portfolio monitoring and financial performance analysis.
  • Strong written and verbal communication skills in both English and Chinese.
  • High level of integrity, excellent attention to detail, and ability to handle confidential information.
  • Knowledge or familiarity with Teochew community and values is an advantage
PREFERRED QUALIFICATIONS
  • Prior experience in a charity of Institution of a Public Character (IPC) setting.
  • Familiarity with Teochew community and values is an advantage.
Working Location

Singapore, Central

Occasionally may need to stay on weekday evening or weekend to support organisational events.

Salary will commensurate with relevant experience and educational qualifications.
