SUMMARY OF THE ROLE
As a member of the Agency Services Division, the Executive/Senior Executive (Subsidy Implementation and Systems) will ensure timely and accurate implementation of assigned healthcare subsidy policy changes in Public Healthcare Institutions (PHIs) and Community Hospitals (CHs). The role also includes supporting the administration and assessment of appeals for selected subsidy policies, maintaining operational/ subsidy systems, and coordinating system enhancements to ensure operational continuity and alignment with policy direction.
Job responsibilities
Subsidy Implementation and Operations
- Ensure the accurate and timely implementation of identified subsidy policy change(s) across the public healthcare sector, which includes identifying and addressing potential operational and financial implications; engaging key stakeholders on changes needed to operational processes and systems, patient communications and collaterals; and surfacing/resolving emergent risks and issues with the relevant parties or authorities.
- Collaborate with relevant stakeholders to assess the feasibility, timeline and budget required for the implementation of policy changes, and finalise the scope of system changes.
- Develop an in-depth understanding of billing-related/ financial counselling operational processes and IT landscape across the public healthcare sector, and be able to propose effective IT workarounds and solutions to operational issues raised by implementation partners.
- Draft approval papers and implementation materials to facilitate the implementation of the policy changes, such as budget papers, implementation guide, patient scripts, Frequently Asked Questions, training materials and other collaterals.
- Develop operational policies relating to subsidy policy changes e.g. no-worse off/ transitional arrangements for citizens who may be impacted by the changes.
- Support project management for assigned subsidy policy change(s) such as monitoring the overall project schedule, overseeing testing progress and conducting post-implementation monitoring. Work closely with relevant parties to resolve issues identified during or after go-live.
- Manage queries and assess requests for higher subsidies from healthcare providers and Members of Public for selected healthcare schemes in a timely and accurate manner, in accordance with established Standard Operating Procedures and workflows.
- Undertake secretariat duties for both internal and inter‑organisational Committee meetings involving the Subsidy Implementation Unit in MOHH.
Management of Key Operational/ Subsidy Systems and Enhancements
- Participate in policy formulation and operational process design with stakeholders to ensure systems and processes fully support policy intent.
- Maintain oversight of key operational and subsidy systems used in the administration of public/ healthcare schemes, as well as their associated enhancements.
- Gather business requirements from internal and external stakeholders and translate them into clear system design and functional requirements to support policy changes and/ or operational needs. This includes developing, reviewing and refining business rules, system logic, and process flow to ensure operational efficiency and alignment with policy intent.
- Participate in developing strategic product and system roadmap to support evolving policy changes and operational needs, and support the prioritisation of system enhancements, working with vendors and stakeholders to plan delivery timelines and resource allocation
- Support project management for system enhancements, such as developing and monitoring the overall project schedule, reviewing testing plans and scenarios (e.g. for User Acceptance Testing) comprehensively in relation to business objectives, executing and overseeing progress of testing, as well as conducting post-implementation monitoring. Where issues are flagged, to work with the relevant parties to resolve them.
- Maintain oversight of ongoing system operations, guide resolution of data / system issues including coordinating data patches when required, and address systemic operational issues when they arise.
- Any other duties as required.
Educational Requirements:
- Bachelor’s degree in any field, preferably with experience in IT, healthcare or operational related setting

Years of Experience:
- At least 2 years of relevant working experience in implementing operational and/or change projects, preferably relating to subsidy policies changes within the healthcare sector.
- Good understanding of Healthcare Financing policies and/or experience within the public healthcare sector would be advantageous.
