The jobholder is the Subject Matter Expert on Life Cycle Management and Supply Chain Management for Signalling, Communication and Control (SC&C) Systems. She/he shall be responsible to Manager, System Management (SC&C) on implementing plans and processes for the effective maintenance, operation, and sustainability of SMRT TRAINS' SC&C Systems. The role involves implementing long-term strategies directed by the Manager for SC&C Systems development through relationship management with internal and external stakeholders. Additionally, the jobholder participates in asset management collaboration with the Authority and SMRT stakeholders to meet license requirements.
The jobholder is the Senior Engineer/Engineer (System Management) for SC&C System. She/he is accountable to Manager, System Management (Signal, Communication & Control) for holistic system management of SC&C system in the SMRT TRAINS from acquisition-to-retirement. Her/his roles and responsibilities shall include but not limited to the following areas:
Contract Negotiation & Management. As the Senior Engineer/Engineer for SC&C System in the SMRT TRAINS, the jobholder is expected to assist Manager, System Management in major contract negotiations for outsourcing, repair and logistics support. The role requires expertise in mechanisms like Performance-Based Contracting and Framework Agreements. Strong interpersonal skills are essential for building collaborative relationships with Original Equipment Manufacturers to ensure the best value for SMRT TRAINS.
Outsourcing Programs. The jobholder will perform and analyses the cost-effective options to support the management and support of the SC&C system in the SMRT TRAINS. Where feasible and cost-effective to do so, the jobholder will shape and oversee the holistic development and transition of outsourcing programs. Over the longer term, she/he is expected to work with SMRT Business Units (BUs) and shape the outsourcing strategies.
Integrated Induction & Retirement Programs. As retirement programs often take place alongside another new system's induction, the jobholder is required to work with the Project Team in ensuring seamless renewal through tightly integrated induction and retirement plans. The jobholder will support the BUs on Project Justification Papers (PJP) and Master Replacement Program (MRP) requirements. The jobholder will strategize and drive the development of the Integrated Product Support Plan with the Project Team.
Supply Chain Management. The jobholder is responsible for the overall fleet sustainability of SC&C system in the SMRT TRAINS. In this regard, the jobholder is expected to analyses the resources and propose ways to optimise the fleet availability by maintaining a holistic overview of the supply chain requirement. In addition, as the fleet ages, the jobholder will also work with the SMRT BUs to develop obsolescence management strategies to ensure sustainable support for the intended service life.
