Job summary

PAP Community Foundation is seeking a capable Project Manager to oversee the end-to-end development of PCs for preschools in Singapore. The role involves managing site design through to licensure, coordinating with ground staff, and liaising with ECDA and authorities to ensure compliant delivery.

The ideal candidate has 1–3 years of project management experience, strong communication, and analytical skills, with a proactive, detail-oriented mindset and the ability to engage multiple stakeholders

Qualifications

  • Diploma or Bachelor degree in any discipline.
  • 1–3 years of project management experience; those without experience but with strong PM skills may apply.

Responsibilities

  • Project management of preschools from site design to license to operate.
  • Coordinate with teams and ground staff to ensure smooth delivery of development.
  • Conduct set-up briefings, handover visits, HQ visits and ECDA pre-licensing visits.
  • Review island-wide positioning to right size and site of PCF preschools.
  • Conduct operating analysis for viability and performance.
  • Identify and plan for new sites in high-demand areas.
  • Liaise with regulatory authorities on centre development.
  • Audit space usage to ensure regulatory compliance.
  • Conduct market survey of preschools.

  • Project management of preschools from design / layout of sites to completion and obtain license to operate preschools
  • Work with the respective teams/ground staff to ensure smooth and seamless delivery of the assigned development
  • Conduct Set Up Briefing, Handover visits, HQ visits and ECDA pre-licensing visits for assigned preschools
  • Review island-wide positioning to right size and right site of PCF preschools
  • Conduct operating analysis of PCF preschools for viability and performance
  • Identify and plan for new sites in areas where demand for preschools is high
  • Liaise with regulatory authorities on centre development
  • Audit use of space in preschools to ensure regulatory compliance

Job Holder Requirements and Qualifications:
  • Qualification: Diploma / Bachelor Degree in any discipline
  • Experience: 1-3 years working experience; those without experience but with good project management skills may apply.
