Job summary

A consulting firm in Singapore is looking for a candidate to play a key role in financial governance and effective resource management. Responsibilities include reviewing financial policies, assisting in budget planning, managing finance operations, and overseeing procurement operations. The ideal candidate should hold a degree in Finance or related fields and have strong knowledge of procurement policies. Experience in the public sector is advantageous.

Qualifications

  • Minimum Degree in Finance, Accountancy, Business Administration, or a related discipline.
  • Strong knowledge of financial and procurement policies and procedures.
  • Relevant experience in the public sector or a similar regulatory environment will be an advantage.

Responsibilities

  • Review and update procurement and financial policies and guidelines.
  • Assist in budget planning, expenditure monitoring, and investment analysis.
  • Monitor budget utilization and support management reporting.
  • Manage finance operations including payments, receipts, claims, grant administration, fixed assets, and lease management.
  • Assist in statutory financial reporting and support governance, compliance, and audit-related matters.
  • Oversee procurement operations and provide guidance to divisions.
  • Participate in transformation initiatives to enhance financial and procurement processes.
Job description

You will play a key role in ensuring sound financial governance, effective resource management, and compliance with public sector policies and regulations.

Key Responsibilities
  • Review and update procurement and financial policies and guidelines to ensure compliance with Government Instruction Manuals and Finance Circulars.
  • Assist in budget planning, expenditure monitoring, and investment analysis.
  • Monitor budget utilization and support management reporting.
  • Manage finance operations including payments, receipts, claims, grant administration, fixed assets, and lease management.
  • Assist in statutory financial reporting, and support governance, compliance, and audit-related matters.
  • Oversee procurement operations, including reviewing submissions and providing guidance to divisions on procurement matters.
  • Participate in transformation initiatives to enhance and streamline financial and procurement processes.
Requirements
  • Singaporean Only
  • Minimum Degree in Finance, Accountancy, Business Administration, or a related discipline.
  • Strong knowledge of financial and procurement policies and procedures.
  • Relevant experience in the public sector or a similar regulatory environment will be an advantage.
  • Experience with GeBiz, NFS@Gov or Fi@Gov will be advantageous
  • Good understanding of Government Instruction Manuals on ‘Financial Control’ and ‘Procurement’, and Finance Circulars.
