Job summary

PACC Offshore Services Holdings Limited is seeking an Estimation Manager in Singapore to lead detailed cost estimates for tenders and projects. You will consolidate inputs from engineering, procurement, and project teams, analyze costs and risks, and drive cost optimization and bid strategy in a fast-paced marine/industrial setting.

You will develop estimation tools, review junior estimators, and mentor the team to ensure high-quality outputs while supporting tender strategy and commercial

Qualifications

• Bachelor's in Engineering, Quantity Surveying, or related discipline.
• 8–12 years in estimation, cost management, or commercial roles.
• Strong knowledge in cost estimation, tendering, and project budgeting.
• Proficient in estimation software and MS Office.

Responsibilities

• Lead the preparation of detailed cost estimates for tenders and project proposals.
• Consolidate and validate inputs from engineering, procurement, and project teams for submissions.
• Analyze project costs and risks, recommending cost optimization and bid strategy.
• Develop and maintain estimation tools, templates, and cost databases.
• Review and approve estimates prepared by junior estimators for consistency.
• Mentor estimation team members to enhance capability and efficiency.
