Job summary

Turner & Townsend is seeking a qualified Cost Manager/Quantity Surveyor in Singapore to lead pre-contract and post-contract QS functions within multi-disciplinary project teams.

You will manage measurement, estimation, contract variations, and final accounts, while coordinating with clients and design teams to meet schedules and cost targets. A strong background in Cost-X and client-facing roles is required.

Qualifications

• Bachelor’s degree in Cost Management, Quantity Surveying, Construction, Engineering, or related field.
• Master’s degree is a plus for seniority or leadership roles.
• Experience in client-facing environment and advisory skills is valued.

Responsibilities

• Pre-contract and post-contract QS functions, including measurement and estimating.
• Contract management with change/variation control and progress payment assessment.
• Support project closure, including final accounts and budget tracking.
• Interface with clients and liaise with design and construction teams to meet deadlines.
• Lead tender queries, change control, and tender evaluation where required.

Pre-contract and post-contract QS functions, covering:

• Measurement and estimating on civil and structural works – airfield, concrete and steel structure


• Contract management including change/variation control, interim assessment of progress payment, budget forecast and control, and claim review


• Support project closure, including final account


• Airfield and Civil Work package lead within the QS team


• Client interfacing – responsible to liaise with Client’s PIC on design and construction issues


• Support the wider QS team on pre-tender estimate, tender queries, change control/tracking and tender evaluation


• Budget tracking, control and reporting


• Liaison with Contractor’s package QS on variation assessment and progress payment evaluation


• Claim review and final account negotiation

Qualifications

• Bachelor’s degree in Cost Management, Quantity Surveying, Construction, Engineering, or a related field; Master’s degree is a plus.


• Minimum 7 years’ experience in cost management or construction projects (e.g. cost manager, construction manager, procurement, project manager, vendor, consultant etc.).


• Strong communication and leadership skills; experience in people management in a plus.


• Strong business acumen, with the ability to drive outcomes on behalf of clients and coordinate with construction and design teams to meet deadlines and deliverables


• Experience in client management with solid experience in client facing environment that requires incumbent to utilise critical business development skills and advisory skills to enhance project delivery on value management, value engineering, and life cycle costing.


• Proficiency in Cost-X or equivalent cost estimation software.
