Job description

Clinical Informatics Manager, User & Data Access, Confidentiality & Governance

The Clinical Informatics Manager will lead the team to focus on critical aspects of our Electronic Medical Record (EMR) system. In this pivotal role, the manager is responsible for overseeing EMR user access, EMR data access, patient confidentiality and EMR governance. The manager will also work with cluster departments and institutions to ensure the secure and appropriate use of our EMR, safeguarding patient information while optimizing access for clinical operations and data-driven initiatives.

MAJOR DUTIES & RESPONSIBILITIES
Areas of Responsibility

1. EMR User Access Management: Oversee and direct system access and use of NGEMR system. Drive, develop, implement, and maintain robust processes for EMR user provisioning, de-provisioning, and access level management, ensuring alignment with organisational policies and regulatory requirements.

2. EMR Data Access & Security: Oversee and ensure the secure access to EMR data for various stakeholders, including clinical, administrative, and research teams. Implement and monitor controls to protect sensitive and important patient information. Facilitate and work with users as well as technical stakeholders to determine the appropriate access controls and measures to ensure that users are able to work efficiently on the ground.

3. Patient Confidentiality & Privacy: Serve as a key resource for EMR-related patient confidentiality and privacy matters. Collaborate with privacy officers and legal teams to ensure compliance with all applicable data protection regulations (e.g., HIM-IST, PDPA).

4. EMR Governance: Lead the development and enforcement of EMR governance policies, standards, and procedures. Facilitate decision-making processes related to EMR configurations, data integrity, and system enhancements.

5. Stakeholder Collaboration: Work closely with institution OCIs, clinical and operations departments, legal, compliance, and other stakeholders to understand their EMR access and data needs, providing expert guidance and solutions.

6. Audit, Investigation & Reporting: Establish and execute audit, investigation and reporting procedures for EMR access and data breaches, generating regular reports to monitor compliance and identify potential risks.

JOB REQUIREMENTS
Education/Training/Experience
  • Bachelor's degree in Health Information Management, Clinical Informatics, Computer Science, Information Systems, Healthcare Administration, or a related field.
  • Professional certification in Project Management (including Agile), ITIL or equivalent areas is optional.
  • Minimum of 6 years of experience in clinical informatics, health information management, or a related healthcare IT role.
  • Minimum of 2 years of experience in a leadership or supervisory role, managing a team.
  • Demonstrated experience with EMR systems (e.g., Epic, Cerner, Meditech) is essential.
  • Proven experience in developing and implementing user access management processes within a healthcare setting.
  • Strong understanding and practical experience with patient confidentiality and data privacy regulations (e.g., HIPAA, GDPR, PDPA).
  • Experience with healthcare data governance frameworks and principles.
  • Excellent understanding of healthcare workflows and clinical processes.
  • Strong analytical and problem-solving skills with meticulous attention to detail.
  • Exceptional communication, interpersonal, and presentation skills, with the ability to effectively collaborate with diverse stakeholders.
  • Ability to translate complex technical concepts into understandable terms for non-technical audiences.
  • Strong organisational skills and the ability to manage multiple priorities effectively.
