Position: Senior Assistant Manager/ Manager, Building & Facilities Management, Development & Estate Department
To assist the Head of the Development & Estate Department in the operation and maintenance (facilities management) of campus buildings, infrastructures, and facilities. The role will also handle facility planning, facility development, renovation and upgrading of campus buildings and facilities, and improvement/ addition & alteration (A&A) works.
Responsibilities
- Manage the operation and maintenance (facilities management) of campus buildings, infrastructures, and facilities in architectural and building matters.
- Plan and supervise maintenance activities to ensure inspection programmes and preventive maintenance works are carried out as planned and in accordance with standards expected. Follow up promptly on corrective maintenance works to minimize downtime and maintain a safe environment. Attend to complaints and troubleshoot faults related to building matters.
- Oversee the Institute’s integrated cleaning contract and manage minor upgrading/maintenance to ensure overall cleanliness and upkeep of the property to enhance users’ experience.
- Manage and supervise the operation of cleaning, landscaping and pest control and take remedial action for any shortfall.
- Manage contractual matters with contractors, vendors and external authorities.
- Manage the procurement and administration of contracts for maintenance and project work.
- Manage upgrading and improvement works including assisting in the Campus Refresh Master Plan implementation project; understand scope and requirements, develop work proposals and estimate associated costs. Oversee procurement of services, supervise work progress and ensure materials and workmanship meet standards. Review and track site progress through meetings and inspections to meet user’s project completion timeline.
- Manage and provide support for major and international events. Liaise, co-ordinate and handle the whole spectrum of activities for major NIE internal and external events.
- Ensure that all safety regulatory requirements and guidelines are adhered to and are in accordance with the proper governing authorities including safety regulators and government laws in executing the projects.
- Manage and execute other duties and responsibilities from time to time that are assigned by the Head and/or the Institute.
Requirements
- A University Degree in Architecture / Building / Civil and Structural Engineering / Facility Management with at least 5 years of relevant working experience in Facilities Management, Construction Management, Project Management, or equivalent.
- Diploma in Architecture / Building / Civil and Structural Engineering / Facility Management with at least 10 years of relevant working experience in Facilities Management, Construction Management, Project Management, or equivalent.
- Candidates with current or recent experience in the management and operation of soft facility management (FM) such as cleaning services, etc. would be ideal for the position. Candidates with experience in the management and operation of both hard and soft FM services will have an advantage.
- Candidates with experience in the management and operation of Institutes of Higher Learning campus or hospital campus will have an advantage.
- Strong technical skills for checking and supervising various contractors.
- Knowledge in building construction and proficiency in reading construction drawings.
- Knowledge of procurement and construction contract administration.
- Effective team player, ability to work with various levels of people with good interpersonal and communication skills.
- Proficient with Microsoft Office applications, including Excel, Word, and PowerPoint; experience with AutoCAD for design purposes will have an added advantage.
- Good problem-solving skills and analytical capabilities.
- Self-motivated, with a positive working attitude, with ability to work with ambiguity and agility and a strong focus on customer satisfaction and stakeholder engagement.
