Job summary

A transport service provider in Singapore is seeking a Section Head for the Rolling Stock Component Workshop. The ideal candidate will manage maintenance activities, ensure safety compliance, and lead projects to improve workshop capabilities. A degree in Engineering and at least 5 years of experience in Railway Engineering is required. Strong communication and analytical skills are essential for success in this role.

Qualifications

  • Preferably with a minimum of 5 years of relevant experience in Railway Engineering/Maintenance/Electronics Repair or equivalent.

Responsibilities

  • Manage the overall maintenance/repair/overhaul activities of the workshop.

Job description
Section Head of Rolling Stock Component Workshop - Component Service Centre
  • Manage the overall maintenance/repair/overhaul activities of the Rolling Stock Component Workshop to ensure availability of trains for NEL and DTL operation.
  • Develop and sustain the maintenance capabilities of the workshop
  • Forecast and manage the budget expenditure of the section.
  • Ensure all maintenance activities are carried out in a safe and reliable manner.
  • Provide an effective technical support service to other Departments or Sections, including development and control of an overall maintenance plan, procedures and technical documentation and provision of regular performance information.
  • Ensure that staff and contractors within the workshop are adequately trained and competent to perform their tasks safely and proficiently in the railway environment.
  • Overall-in-charge of all engineering projects in the section
Major Responsibilities
  • Ensure individual roles, functions and responsibilities are clearly defined and communicated.
  • Manage section budget resources to maximize maintenance outcomes and improve stakeholder satisfaction.
  • Provide advice and support to the HOD and Executive management as required.
  • Identifying areas for improvement through training and development programmes.
  • Manage, lead, and motivate the section to achieve reliability, quality, cost and availability targets to meet customer needs.
  • Manage the serviceability of the equipment.
  • Ensure the section plan and administer the maintenance logistics such as procure components and spares, send items for vendor repair, etc to ensure spare availability.
  • Ensure that sufficient spares levels are maintained at all times to support mainline operation.
  • Interface with NEL and DTL departments, vendor and LTA on technical issues.
  • Any other tasks assigned by superior(s).

The above activities are no means exhaustive and are subjected to amendment whenever is needed.

Specific Safety Responsibilities
  • To comply with SBST’s Safety, Health and Security Policies
  • To ensure technical staff are competent, trained and certified to perform the servicing works.
  • To ensure that the maintenance and modifications work performed on the equipment and repairable by the workshop is in compliance with the safety standards and operating specifications.
  • Responsible for the ensuring of the implementation Safety within the section.
Job Specifications
Minimum Education / Qualifications
  • Degree or Diploma in Engineering from a recognized university or polytechnic.
Minimum Years of Relevant Experience
  • Preferably with a minimum of 5 years of relevant experience in Railway Engineering/Maintenance/Electronics Repair or equivalent
Knowledge/Skills
  • Strong Communication, Writing, Analytical and Problem-solving skills
  • Knowledge of Training and Development, preferably with full ACTA qualification
  • Conversant in MS Office software (Word, Excel, PowerPoint)
  • Knowledge of computer hardware or/and software applications.
