Job description
Summary of the Role

The Safety/WSHE (Workplace Safety & Health Manager cum Environmental Control Officer) Officer is responsible for ensuring that contracts awarded meet the Workplace Safety, Health, and Environmental (WSHE) performance standards required by the client. This role ensures that project delivery complies with all applicable legislative safety, health, and environmental (SHE) requirements in Singapore, including any new acts and regulations that may be gazetted, amended, or re‑enacted during the contract period.

Duties & Responsibilities
  • WSH System Implementation: Establish and maintain a comprehensive Safety, Health, and Environmental (SHE) system, including the formation of SHE committees, site inspections, and site safety management.
  • ePTW System Management: Implement and manage the electronic Permit to Work (ePTW) system as required by the client.
  • New Worker WSH Program: Develop and implement a Workplace Safety and Health (WSH) program for new workers, including identification systems for qualified personnel and operators.
  • Coordination and Planning: Attend SHE coordination meetings, plan work sequences, identify incompatible works and risks/hazards, and develop site maps for delivery and storage improvements.
  • Incident Management: Handle near‑miss, accident, and incident reporting, and propose remedial measures to prevent recurrence.
  • SHE Documentation: Prepare, maintain, and manage the Project Safety, Health, and Environment System (SHES). Responsible for preparing the monthly SHE report. Experience with ZAP 2.0 system will be considered an added advantage.
  • Safety Inspections: Conduct safety inspections and propose remedial measures to prevent recurrence.
  • In‑House Rules and PPE: Establish in‑house rules and regulations, and determine Personal Protective Equipment (PPE) needs.
  • SHE Promotion Program: Develop and implement an annual SHE promotion program, with a minimum of two campaigns each year.
  • Risk Assessment: Assess SHE risks and maintenance regimes required for equipment and tools.
  • Hazardous Substances Management: Assess Safety Data Sheets (SDS) and manage hazardous substances and chemicals where applicable.
  • Monthly Assessments: Plan and manage monthly Environmental, Safety, and Security (ESS) assessments.
  • Team Management: Manage Workplace Safety and Health Officers (WSHO) or Workplace Safety and Health Coordinators (WSHC) reporting to respective project leads.
  • Safety Critical Activities: Identify all safety‑critical activities and ensure proper method statements and risk assessments are accepted by the client engineer prior to the start of works.
  • Training: Conduct internal safety, health, and environment training for staff/partners and mandatory external WSH‑related training required by the client. Prepare safety briefing/training material; conduct SHE training sessions, safety orientations or induction courses, and Safety Time‑Out (STO) briefings.
  • SHE Audits: Perform SHE audits as required by the contract.
Qualification & Requirements
  • Degree or Diploma in an Engineering discipline.
  • WSQ Specialist Diploma in Workplace Safety and Health or higher strongly preferred.
  • Post‑registered Workplace Safety & Health Officer with MOM highly desired.
  • Registered Environmental Control Officer (ECO) with NEA highly desired.
  • Minimum about 1‑year work experience in railway projects (LTA, NEL, NSEWL, BPLRT) is preferred.
  • Familiarity with railway/building communication systems is an advantage.
  • Ability to communicate complex technical solutions practically and understandably.
  • Strong interpersonal and leadership skills.
