Job summary

A construction projects safety management firm in Singapore is hiring a Safety Officer to oversee workplace safety and health management on construction sites. The successful candidate will implement safety protocols, conduct training sessions, and ensure compliance with safety regulations. The role requires a minimum of a Diploma in Engineering and registration as a WSHO with relevant authorities, along with five years of safety experience in construction projects.

  • Possess at least a Diploma in Engineering, Specialist Diploma in WSH.
  • Must be registered WSHO with MOM, ECO with NEA.
  • Preferably Five (5) years of safety personnel experience in various construction projects.

Responsibilities
  • Implementation, monitoring, assist in reviewing and provide recommendations for improvement of safety on Workplace Safety & Health and Environmental Management Systems at work for the project.
  • Advising the project management team on risk analysis, controls, and updates to legislation related to workplace safety, health, and the environment. Monitoring and implementing risk controls to prevent injuries and damage, ensuring standards for fall protection, and promoting the saving, recycling, and reuse of resources, energy, and materials.
  • Handle Authorities on all spot check, feedbacks and resident / neighboring estates’ complaints / feedbacks
  • Collaborate with the project team to reduce disruption (e.g., noise, dust, traffic).
  • Maintain WSHE records and liaise with relevant authorities.
  • Identify training needs and conduct WSHE training sessions.
  • Establish WSHE programs to promote safety awareness.
  • Monitor and improve WSHE performance, including identifying unsafe conditions.
  • Advise subcontractors on compliance with safety regulations.
  • Conduct routine inspections and audits, ensuring corrective actions are taken.
  • Ensure all deficiencies observed during inspections / audits are being follow-up and rectified ASAP.
  • Recommend and advise project management on cessation of works that can’t be carried out in safe manner and may cause immediate danger or serious consequences to work site.
  • Act as secretary of the site WSHE Committee and ensure monthly committee meetings and weekly coordination meetings are conducted
  • Compile weekly and monthly WSHE reports to submit to corporate WSHE department, developer and consultants on a regular basis
  • Lead investigations into workplace incidents and recommend preventive measures.
  • Issue WSHE instructions, general WSHE correspondences and penalties internally as well as subcontractors
  • Schedule and lead WSHE promotion activities for the project sites, including emergency drills, campaigns, mass talks
  • Conduct WSH training to relevant personnel to ensure they are equipped with adequate knowledge and raise their safety awareness
  • Ensure permit-to-work system is implemented correctly and effectively
  • Establish and review regularly WSHE plans such as Noise Management
  • Plan, Public Safety Plan, Fall Prevention Plan, Lifting Plans, etc.
  • Applications of international and local WSHE and occupational safety and health awards
  • Mentoring of newcomers (safety personnel) and oversee various Officers
  • Safe Management Officers (SMO) - To get appoint as Safe Management Officers (SMO) in accordance to Safe Worksite Criteria.
  • To conduct regular inspections and checks to ensure compliance, and to report to the Developer and Builder and document any non-compliance found during the inspections.
  • To take immediate action to remedy any non-compliance found during the inspections and checks.
  • To keep records of inspections and checks conducted and corrective actions taken.
  • To review SMMs if constant non-compliance is detected.
  • Perform duties as Fire Safety Manager, including executing the Emergency Response Plan and conducting fire drills.
