Job summary

Job Description
  • To successfully manage the Preparation of Civil Construction Safety Submission (CNSS), Civil Design Safety Submission (CDSS) and Project Safety Review (PSR)
  • Present at LTA’s project Safety committee Meeting (PSCM) for review of CNSS
  • Perform risk analysis, risk monitoring and reporting
  • Preparation and submission of documentations of Civil Design safety, Construction Safety and Project Safety reviews to LTA
  • Conduct presentations and Risk Management meeting with LTA
  • Maintenance of risk registrar
  • Identify risks and ensure all requirements during design & construction stage are addressed with suitable protection and mitigation measures
  • Prepare, maintain and update project Risk Register as project progresses
  • Able to convene and facilitate Design for Safety Review Workshops / Meeting in accordance to GUIDE 1, GUIDE 2 and GUIDE 3; prepare and Maintain Design Risk Registers, Prepare Design Risk Health and Safety documentation to be handed over to Developers.
  • Lead Risk Management team and coordinate Risk Management implementation.
  • Coordinate with QPD and Internal Design team to prepare the documentation for civil design safetyand CNSS submission to LTA.
  • Prepare and deliver all necessary Method Statement & Risk Assessments for the projects
  • Facilitate the hazard identification and Risk assessments for preparation of safety submission.
  • Liaise with the external RMFs on hazard management
  • Liaise with various government authorities and external agencies to get necessary approval.
  • Evaluate subcontractor's risk assessment, safe work procedures and method statements
  • To coordinate and review all the submissions from subcontractors.
  • Reports directly to Design Manager and supports Design team
  • To coordinate with drafters and ensure all the client's requirement are promptly met.
Requirement:
  • Minimum 5 years of geotechnical engineering experience with Degree in Civil Engineering recognized by the PE Board or qualification acceptable to the Commissioner of Building Control as eligible for application as a Resident Engineer or recognized Degree in the relevant field subject to the acceptance of the Engineer, and at least 3years of experience in the design of similar scale and complexity.
  • At least 3 years of experience in design for LTA’s project
  • At least 3 years of experience in design for elevated station and Viaduct project (Optional)
  • A registered PE or Architect with a Practicing Certificate or have 10 years of relevant experience in the design (at least 5 years in design which includes contribution to designs, writing specifications) and the supervision of the construction of structures; and have a degree accepted by PEB or BOA and construction-related degree accepted by SISV and SPM. The DFS professional shall also have:
  • Reasonable exposure in safety and health for construction;
  • Attended the Design for Safety for Professional Course and passed the assessments or equivalent;
  • Experience in design and construction management of transit projects; and
  • Trained in hazard identification and risk assessment methodology.
