Job summary

A leading construction consulting firm in Singapore is seeking a Resident Technical Officer to assist in supervising site works and ensuring compliance with regulations. The ideal candidate will have a diploma in architecture or civil engineering, with at least five years of relevant experience. Responsibilities include conducting quality control, maintaining site records, and coordinating with contractors. Qualifications

  • Minimum of five (5) years of relevant experience as a Resident Technical Officer.
  • Registration with IES / ACES Singapore for Resident Technical Officer's certificate preferred.
  • Past work experience in Healthcare / Residential / Institutional projects is preferred.

Responsibilities

  • Assist in supervising works on site and coordination with other technical officers.
  • Conduct Quality Control and Inspection of all Architectural works.
  • Supervise and maintain site records including progress of works and site diary.
  • Attend site and technical coordination meetings.
  • Inspect and take over completed works, report on defects.

Skills

Job description
Your Responsibilities

To assist the Architectural (QP) / Superintending Officer Representation (SO Rep) in carrying out supervision works on site, including any off-site manufacturing as instructed by Architectural (QP) / SO Rep, and also assist on supervising and coordination with other Resident Technical Officers at site.

To check that contractor executes preliminaries items according to the contract documents and as required by prevalent Authorities’ regulations.

To study available documentation and take all reasonable steps and conduct Quality Control / Inspection of all Architectural works to ensure that quality and standards are achieved as required by Architectural (QP) / SO Rep and as specified in the contract documents.

To check and verify drawings, service routes and Contractor's setting out and report discrepancies or deviations to the Architectural (QP) / SO Rep.

To supervise, keep and maintain site records including but not limited to progress of works, record of tests, all variation instructions from the Architectural (QP) / SO Rep, requests for inspections, site safety, site diary, construction sketch issuances, instructions given to Contractors, materials and equipment delivered to site, daily activities and weather conditions at site, DfS Guides (e.g. Guide 1 to 3) and any other significant information.

To attend site and technical coordination meetings as directed.

To provide standing supervision as and when required by Contractors and / or as directed by the Architectural (QP) / SO Rep, and in compliance with the relevant Building Control Regulations.

To assist the Architectural (QP) / SO Rep to verify reports and claims submitted by Contractors.

Report on site safety, security and housekeeping matters.

To attend to Contractor's queries and monitor works of Main Contractor, Sub-Contractors and direct Contractors / Suppliers at site, work with Arch Consult to respond in a timely manner and report any delays to Arch Consultant immediately.

To inspect and take over completed works, report on defects and prepare list of defective works, sign off defects rectifications in preparation for handover of works.

To cover the duties of the other RTO in his absence.

To undertake any other duties related to the project as and when instructed by the Architectural (QP) / SO Rep.

Pre-requisites and Preferred Qualifications

Diploma in Architecture or Diploma in Civil and Structural Engineering from a local Polytechnic or other tertiary institutions of equivalent standing.

A minimum of five (5) years of relevant experience as a Resident Technical Officer.

Registration with IES / ACES Singapore for Resident Technical Officer's certificate for recent 5 years would be preferred.

Good working knowledge of Architectural and Interior Design finishing works and compliance to local Building Regulations.

Strong ability to interpret the drawings and contract documents on works to be carried out.

Analytical with strong verbal and written communication skills.

A good team player.

Past work experience in Healthcare / Residential / Institutional projects is preferred.
