Job summary

Job description
Responsibilites
  • Perform all roles and responsibilities required of site supervisors under the Building Control Act, regardless whether their names are stated in the form BEV_B1.
  • Supervise the timely execution of the works and maintain quality control and ensure that the works are carried out in accordance with the contract specifications, drawings, allocated timeframe, all other contract documents and site instructions.
  • Check all drawings and specifications to ensure that works are carried out in accordance with the approved plans for discrepancies and report to the OIC / Consultant / Qualified Person as stated below:
  1. Check shop drawings submitted by the main contractors.
  2. Check as-built drawings and Operation & Maintenance Manual submitted by main contractors.
  • Check on quality of works, materials and samples delivered to site, take measures to rectify any non-compliance and report to OIC / Consultant / Qualified Person on any materials that are not conforming to the specifications.
  • Check mock-ups done on site and off site, where necessary.
  • Ensure that the required construction tests in connection with the construction works are carried out where necessary.
  • Ensure all construction works will not impact or affect the operations of Changi Airport.
  • Prepare defect lists, monitor progress of rectification works and ensure all defects are satisfactorily rectified.
  • Ensure CAG emergency preparedness protocols are adhered to by Prepare defect lists, monitor progress of rectification works and ensure all defects are satisfactorily rectified.
  • Carry out coordination of all building and M&E services.
  • Supervise works to comply with statutory requirements and specifications:
  1. Maintain records of tests carried out.
  2. Write daily reports of works done by contractordaily manpower status on site.
  3. Provide standing supervision for all critical.
  4. Inspect and maintain records of equipmentlicensed machinery operator/permits (both aviation requirements).
  • Ensure that the structural elements or critical works of the construction works are being carried out in accordance with the approved plans and with any terms and conditions imposed by the Commissioner of Building Control where necessary.
  • Attend site, progress, variation and coordination meetings and to keep proper minutes of these meetings. Follow up and report to relevant S.O. representative(s) and Consultant within two (2) days for site issues raised during the meetings.
  • Attend QAQC meetings, monitor and ensure quality on all works are being carried out.
  • Help resolve main contractor’s queries and coordinate the Works with other contractors.
  • Inspect and assist with handing / taking over of completed works by other contracts.
  • Facilitate the timely taking over of site parcels to be handed over by other contractors and bringing to the attention of the OIC / Consultant any issues that will delay the progress of the works.
  • Ensure that proper and updated records of all works, including records of variation works, tests, inspections, work progress, materials and equipment/machinery on site, labour safety, provisional quantities, dayworks, etc. are kept.
  • Take and carry out instructions from and represent the OIC / Consultant or the OIC’s representative on site.
  • Ensure that the main contractors and in concert with their sub-contractors maintain cleanliness and tidiness of the site at all times.
  • Together with the safety team, provide overview of WSH and aerodrome safety management systems and risk analyses and implementation of safe working practices on site, provide safety oversight and ensure main contractors and their sub-contractors adhere to the approved safe work procedures for the works and all relevant CAG and regulatory safety requirements.
  • Ensure that work sites are maintained at all times. Report all safety violations. Ensure that main contractor/sub-contractors carry out proper safety rectifications before proceeding with the affected works.
  • Be conversant with all procedures in the latest versions of Changi Aerodrome Manual, Airside Works Procedures Manual (AWPM), Airport Operational and Safety (AOS) requirements, and CAG Engineering & Development Group’s Safety Management System Manual; to make conscious effort to be constantly updated on any subsequent revisions to the above-mentioned manuals, procedures and all applicable airport circulars.
  • Adhere to the shift duty roster assigned by the Senior Resident Engineer; Undertake any other duties including administrative tasks related to the project as and when instructed by the SRE, OIC, Consultant or CAG.
Qualifications
  • Diploma in the Civil / Structural / Geotechnical discipline from a Polytechnic or equivalent.
  • Minimum of 8years of relevant experience as a RTO, of which at least 5 years shall be in supervision of works similar in nature to the C&S and geotechnical works in the works.
  • Experience in supervising and installation of monitoring instruments, collating of monitoring data and use of software for presentation of monitoring data for analysis and interpretation.
