Job summary

A leading engineering consultancy in Singapore is seeking a Resident Technical Officer (Civil & Structural) to supervise construction works and ensure quality control. The ideal candidate will have at least 5 years of relevant experience as an RTO and hold a Diploma in C&S discipline. Responsibilities include attending meetings, maintaining records, and ensuring compliance with safety and environmental standards.

  • Valid 2025/26 RTO Certification accredited by IES required.

Job description
Resident Technical Officer (Civil & Structural)

Perform all roles and responsibilities required of site supervisors, resident technical officers under BCA

Supervise timely execution of the works and maintain quality control and ensure that works are carried out in accordance with the contract specifications, drawings, allocated timeframe, all other contract documents and site instructions, and statutory requirements and specifications

Ensure that structural elements or critical works are being carried out in accordance with approved plans

Supervise all necessary and relevant installations, including of instruments — then analyse & report on instrumentation results

Prepare defect lists, monitor progress of rectification works and ensure all defects are satisfactorily rectified

Check on quality of works, materials and samples delivered to site, take measures to rectify any non-compliance and report to OIC on any materials not conforming to specifications

Provide all necessary and relevant endorsements

Attend site, progress, variation, QAQC and coordination meetings and keep proper minutes of these meetings

Communicate & coordinate effectively and efficiently between multiple parties: SO representative(s), main contractor(s), other contractor(s), consultant(s) & relevant agencies

Inspect and assist with handing/taking over of completed works by other contracts

Ensure that proper and updated records of all works are kept

Review and supervise safety, environmental and health matters

Working with the safety team, ensure that safety on site maintains at a maximum level

Any other adhoc duties

Criteria
  • Diploma in C&S discipline from a Polytechnic or Equivalent
  • Have a valid 2025/26 RTO Certification accredited by IES
  • 5 years of relevant experience as RTO, of which at least 3 years shall be in supervision of:
    • Deep excavation, drainage, pipe jacking, ground improvement
    • Supervising & installation of monitoring instruments and collating of monitoring data
