Regional Procurement QS/Engineer (Based in Singapore office)

Assist in formulating procurement strategies aligned with project objectives.

Develop and implement project procurement schedules in line with construction timelines and budget requirements.

Develop cost estimates for potential cost impact items, including materials, labour, and equipment.

Perform feasibility studies and risk assessments to guide informed procurement decisions.

Identify long‑lead items and critical materials to prevent project delays.

Recommend cost‑saving alternatives without compromising quality.

Support design teams in optimizing material selection and construction methods.

Sourcing & Evaluation

Source and evaluate suppliers, subcontractors, and vendors to ensure quality, cost‑effectiveness, and reliability.

Conduct technical and commercial evaluations of quotations in collaboration with engineering and project teams.

Prepare and issue Request for Quotation (RFQ), Request for Proposal (RFP), and tender documents.

Negotiate pricing, terms, and conditions with vendors to achieve the best value for the company.

Contract & Documentation Management

Monitor, check and purchase orders and subcontract agreements in accordance with company policies.

Ensure all procurement documentation complies with internal procedures and audit requirements.

Track and maintain procurement records for materials, equipment, and subcontractors.

Coordination & Communication

Coordinate with project, engineering, and site teams to align procurement activities with project requirements.

Liaise with logistics and warehouse teams to monitor material delivery schedules and resolve discrepancies.

Cost Control & Reporting

Monitor procurement budgets and cost variances.

Provide regular reports on procurement status, vendor performance, and material cost analysis.

Compliance & Quality

Ensure all purchased materials meet technical specifications, quality standards, and environmental/sustainability guidelines.

Support ISO, BCA, and compliance to internal requirements (procurement policy, legal, contractual, and safety regulations).

Identify commercial risks and implement mitigation strategies.

Requirements
Education

Bachelor’s Degree or Diploma in Engineering, Construction Management, Quantity Surveying, Supply Chain, or a related discipline.

Experience

Minimum 3–5 years of relevant experience in procurement within the construction industry.

Strong understanding of construction materials, equipment, and subcontracting works.

Skills

Proficient in MS Office and ERP/procurement software.

Strong organizational and time management skills with attention to detail.
