Job summary

Job Summary

We are seeking an experienced and highly meticulous Senior Quantity Surveyor to manage all cost, contract and commercial matters for our projects in Singapore. The ideal candidate will have strong knowledge of MOM, BCA and Singapore Standard Contracts, and proven experience supporting construction, A&A, process plant or bio‑pharmaceutical facility projects.

Key Responsibilities
1. Cost & Contract Management
  • Prepare and review tender documents, contracts, BOQs, cost estimates, and procurement specifications.
  • Manage pre‑ and post‑contract QS functions, including cost planning, budgeting and commercial reporting.
  • Evaluate and certify progress claims, variation orders (VO), EOT claims and final accounts, and subcontractor payments.
  • Ensure compliance with SS 554, PSSCOC, SIA Conditions of Contract and all statutory requirements.
2. Tendering & Procurement
  • Conduct detailed quantity take‑offs and prepare competitive tender submissions.
  • Source, negotiate and evaluate quotations from suppliers and subcontractors.
  • Prepare cost comparisons and recommendations for award.
3. Project Coordination
  • Work closely with project managers, engineers, clients and consultants to monitor project cost control.
  • Provide commercial advice throughout project lifecycle to maintain profitability and cost efficiency.
  • Attend project, client and subcontractor meetings.
4. Financial Control & Reporting
  • Maintain accurate cost tracking, forecasts, cash flow projections and commercial documentation.
  • Identify cost‑saving opportunities and assess risks that may impact commercial performance.
  • Prepare monthly cost reports, budget updates and management summaries.
5. Compliance & Documentation

Ensure all QS activities comply with Singapore regulatory frameworks (e.g. MOM, BCA, Workplace Safety & Health Act).

Prepare documentation for audits, contract administration and project close‑out.

Maintain proper records for claims, contract correspondences and contractual notices.

Requirements
Qualifications
  • Bachelor’s Degree or Diploma in Quantity Surveying, Cost Management, Building or related fields.
  • Professional accreditation (e.g. SISV, RICS) is an advantage.
Experience
  • Minimum 7 years of QS experience, preferably in construction, industrial facilities, process plants or bio‑pharma sectors.
  • Strong knowledge of Singapore construction regulations, contract laws and standard forms of contract.
Skills & Competencies
  • Excellent knowledge of cost estimation, tendering, contracts and commercial management.
  • Proficient in AutoCAD, CostX, Excel and other QS software.
  • Strong negotiation, communication and interpersonal skills.
  • Ability to manage multiple projects and tight deadlines.
  • Independent, analytical and detail‑oriented with strong problem‑solving abilities.
