The Quantity Surveyor is responsible for managing all aspects of the contractual and financial side of construction projects. This includes cost estimation, tendering, contract administration, progress claims, variation orders, and final accounts to ensure projects are delivered within budget and in compliance with contract terms.
Key Responsibilities
1.1. Pre-Contract Stage
· Cost Estimation & Budgeting
- Prepare cost estimates, budgets, and feasibility studies for proposed projects.
- Perform quantity take-offs from drawings and specifications.
- Advise on procurement strategies and cost planning.
- Estimate material quantities, labour requirements, and equipment costs for RC works.
· Tender Management
- Prepare Bills of Quantities (BQ), tender documents, and cost breakdowns.
- Call, evaluate, and compare tenders and quotations from subcontractors and suppliers.
- Participate in pre-tender and post-tender clarifications.
1.2. Post-Contract Stage
· Contract Administration
- Review and interpret contract documents (main contract and subcontracts).
- Monitor compliance with contract terms and conditions.
- Administer contractual correspondences and notices.
· Progress Claims & Payment
- Prepare and submit progress payment claims to clients.
- Verify and certify subcontractor payment claims.
- Track project cash flow and prepare payment forecasts.
· Variation Orders (VOs)
- Identify, evaluate, and prepare variation claims and cost implications.
- Submit and negotiate variation orders with client and subcontractors.
· Cost Control & Reporting
- Monitor project costs against budget and identify potential overruns.
- Prepare cost reports and updates for management.
- Maintain accurate documentation of drawings, revisions, records, and measurements for RC works.
- Assist in value engineering and cost‑saving proposals.
- Monitor actual costs versus budget for RC components and report any deviations.
- Flag potential cost overruns due to rework, design changes, or poor productivity.
- Monitoring materials used on site, especially scaffold/shoring and formwork.
- Monitor the materials ordered through BBS and the actual reinforcement bars required that are calculated from the construction drawings.
· Subcontractor Coordination
- Evaluate and compare RC subcontractor quotations and award recommendations.
- Administer RC subcontract agreements, ensuring compliance with scope, timeline, and quality.
- Certify RC subcontractor interim and final claims.
· Final Account
- Prepare and agree on final accounts with clients and subcontractors.
- Ensure proper documentation and supporting records are in place.
1.3. Coordination & Communication
- Liaise with project team, site personnel, consultants, suppliers, and subcontractors.
- Participate in project meetings to provide updates on cost and contract matters.
- Coordinate with procurement and finance departments on material and cost control.
- Liaise with site engineers and supervisors to understand RC work progress and potential quantity changes.
- Maintain records of concrete cube tests, pour volumes, reinforcement delivery, and usage reports.
Minimum Requirements
- Diploma or Degree in Quantity Surveying, Building, or Construction Management.
- Proficient in Microsoft Excel, AutoCAD, and quantity surveying software.
- Good knowledge of standard forms of contract (e.g., SIA, PSSCOC, REDAS).
- Strong analytical, negotiation, and communication skills.
