About the Role

Vector Green is seeking a detail-oriented Quantity Surveyor / Cost Engineer to support the commercial and cost management aspects of our solar PV projects. You will play a key role across all project stages — from early cost estimation and tender preparation to procurement, cost control during construction, and final account closure. This role is ideal for someone who enjoys combining technical understanding with commercial insight in a fast-growing renewable energy environment.

Key Responsibilities
1. Pre-Tender & Estimation
  • Conduct site surveys and prepare cost estimates and feasibility studies for solar PV projects.
  • Develop Bills of Quantities (BOQ) and schedule of rates.
  • Evaluate various roof structures and site conditions to determine cost and constructability implications.
  • Propose value-engineering options to optimise project costs while maintaining quality and safety standards.
  • Assist with request for quotation (RFQ) from sub-contractors and support tender submissions.
2. Contract & Procurement Support
  • Review and analyse supplier and subcontractor quotations to ensure cost competitiveness and compliance with specifications.
  • Support the drafting and review of subcontract agreements, ensuring scope clarity and proper allocation of contractual terms.
  • Track procurement progress, purchase orders, and deliveries to maintain alignment with project budget and actual expenditure.
  • Provide cost advice to project teams on potential financial implications arising from changes to schedule or sourcing plans.
3. Construction Stage (Cost & Change Management)
  • Monitor project progress, verify work quantities, and prepare interim payment valuations for subcontractors.
  • Assess and prepare variation order (VO) claims resulting from design revisions or on-site adjustments.
  • Track manpower and material utilisation against budgeted allocations.
  • Identify and report potential cost deviations, risks, or overruns to project management.
4. Commercial & Financial Reporting
  • Prepare project cash flow forecasts for materials and subcontractors.
  • Support the preparation of client progress claims, as well as final accounts.
  • Compile as-built BOQ.
5. Compliance & Documentation
  • Maintain cost records in line with HDB / SCDF / MOM documentation.
  • Verify inclusion of safety compliance provisions (e.g., edge protection, scaffolding, and permits) in cost estimates.
  • Support preparation of documentation required for insurance, audit, or regulatory submissions.
Requirements
  • Diploma or Degree in Quantity Surveying, Engineering, Construction Management, or a related discipline.
  • Minimum 3–5 years of relevant experience in construction, M&E, or renewable energy projects (solar PV experience preferred).
  • Strong analytical, cost control, and numerical skills with a high level of accuracy.
  • Familiar with local tendering, procurement, and regulatory compliance frameworks.
  • Proficient in Microsoft Excel and project cost-tracking tools; knowledge of CAD software is an advantage.
  • Good communication and coordination skills with the ability to work effectively in a project team environment.
