Job summary

The Government Technology Agency (GovTech) in Singapore is seeking a dedicated engineer to plan, implement and oversee distribution mains laying and related infrastructure projects to strengthen the water supply network.

You will manage procurement, contracts, stakeholder coordination, and progress claims, ensuring delivery on time, within safety and budget requirements, and provide contract administration support as needed.

Qualifications

  • Degree in Civil/Environmental/Mechanical Engineering.
  • Experience in project management of infrastructure projects including procurement and contractual procedures.
  • Independent, result oriented and self-driven team player with good communication skills.
  • Familiar with Public Sector Standard Conditions of Contract (PSSCOC) and Security of Payment Act.
  • Knowledge of structural concrete, steel and geotechnical design to Eurocodes will be an added advantage.

Responsibilities

  • Implement, procure, administer and manage network renewal and expansion projects and related contracts to ensure timely, delivery of projects in accordance with Contract, safety and budgetary requirements.
  • Coordinate, consult and obtain approval from all relevant stakeholders to implement water network projects.
  • Attend to feedback from stakeholders and agencies and take necessary actions to resolve issues to ensure smooth implementation of projects.
  • Assess progress claims to ensure that they are in accordance with completed works and duly processed.
  • Oversee the procurement and contract administration of water mains renewal, laying contracts, consultancy and auxiliary services contracts.
  • Provide support to officers on contractual matters and handling audit queries.
  • Other administrative duties include developing workflows to streamline contract administrative work processes and keep track of the Division’s project progress.
