Job summary

A reputable recruitment agency in Singapore is seeking a procurement specialist to develop effective procurement strategies and manage the procurement process. Candidates should possess a tertiary qualification or a diploma with substantial experience, preferably in the Public Sector. Key responsibilities include preparing tender documents, monitoring procurement activities, and providing professional advice. The position offers a contract period of 21 months, with standard working hours from Monday to Friday.

Qualifications

  • Possess a tertiary qualification. Alternatively, diploma holders with more years of experience can be considered.
  • Candidates with procurement experience and/or experience in the Public Sector with knowledge on Government Procurement procedures will be preferred.

Responsibilities

  • Develop appropriate procurement strategies to achieve effective procurement.
  • Prepare quotation and tender documents and manage the quotation and tendering process.
  • Monitor procurement activities to ensure timeliness of procurement and contract implementation.
  • Provide support and professional advice in sourcing, contract management, and spend analysis.
  • Capture lessons for case studies including good practices and irregularities.

Job Scope
  • Work closely with the HTD to develop the appropriate procurement strategies / approaches to achieve effective procurement in supporting its operation
  • Prepare quotation and tender documents (for demand aggregation of common requirements across HTDs and manage the quotation and tendering process using electronic procurement system (GeBIZ);
  • Monitor progress of procurement activities to ensure timeliness of procurement and contract implementation;
  • Provide support and professional advice to the HTD in sourcing, contract management and spend analysis;
  • Capture lessons for case study including good practices and irregularities; and
  • Other ad-hoc initiatives and projects may be assigned.
Requirements
  • Possess a tertiary qualification. Alternatively, diploma holders with more years of experience can be considered.
  • Candidates with procurement experience and/or experience in the Public Sector with knowledge on Government Procurement procedures, will be preferred.

  • Experience in calling for Invitation to Quote.
  • Keen interest in developing knowledge and enhancing competency in the procurement.
  • Able to manage workload and focus on priorities.
  • Good organisational, analytical and leadership skills.
  • Good written and communication skills.
  • Proactive, impactful and reliable individual with the ability to work and deliver in a fast-paced environment.
  • Proficiency in IT skills (e.g. MS Word, Excel, PowerPoint, GeBIZ, SAP etc.), would be preferred.

Working Hours: Mon to Thurs: 8.30 am to 6pm, Fri: 8.30 am to 5.30 pm (inclusive of 1 hr break)

Contract Period: 21 months (1 Year 9 months)
