Job description
Key Responsibilities:
  • Review project scope, budget, contract terms, statutory requirements, and clarify all details before project commencement.
  • Define project objectives and establish the project team, including roles and responsibilities.
  • Develop the Master Construction Program and short-term work schedules to ensure timely completion.
  • Plan and mobilize manpower, plants, equipment, subcontractors, and temporary facilities upon site possession.
  • Prepare site layout plans, construction sequencing, and operational workflows for efficient execution.
  • Handle all authority submissions and obtain required approvals (e.g., Factory Licence, Temporary Drainage, SECI, Earthworks).
  • Lead day-to-day project operations and ensure progress is on schedule.
  • Chair subcontractor meetings to coordinate activities and resolve work interface issues.
  • Attend Client/Consultant meetings and manage submissions of samples, mock-ups, and shop drawings.
  • Liaise with Client/Consultants to resolve discrepancies in drawings and specifications.
  • Ensure timely procurement, delivery, handling, and proper storage of materials to avoid damage or nonconformance.
  • Protect completed works from damage and ensure smooth handover upon completion.
  • Implement and enforce the Project Quality Plan and maintain high-quality standards (including achieving strong CONQUAS scores).
  • Monitor workmanship, reduce wastage, and maintain high site housekeeping standards.
  • Establish and lead the EHS team to monitor safety performance, environmental controls, and compliance with the Integrated Management System.
  • Ensure strict adherence to safety regulations and promote a strong safety culture on site.
  • Manage project profit and loss and ensure financial targets are met.
  • Evaluate subcontractor quotations, negotiate terms, and recommend progress payments.
  • Prepare monthly progress claims and certify subcontractor payments.
  • Maintain proper records for VO, BOT, delays, deductions, poor quality, LAD, and all contractual correspondences.
  • Assess variation works for both clients and subcontractors
Qualifications:
  • Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline.
  • Minimum 5 years of relevant working experience in the construction industry.
  • Proven experience in HDB and/or MOE projects as project manager is mandatory.
  • Strong leadership, communication, and organizational abilities.
  • Proficient in project management tools, methodologies, and best practices.
  • Solid understanding of construction processes, materials, and regulatory requirements.
  • Strong analytical, problem-solving, and decision-making skills.
