Job Summary: We are seeking a highly motivated and experienced Project Manager to join our dynamic team. The Project Manager will be responsible for overseeing all aspects of our projects from conception to completion. This includes pre-project planning, design and construction management, and ensuring a smooth transition through the defects liability period. The ideal candidate will have a proven track record of successfully managing complex projects, a strong understanding of technical and regulatory requirements, and excellent leadership and communication skills.

Key Responsibilities
  1. 1. Pre-Project Planning
    • Define project objectives and develop a comprehensive project scope.
    • Prepare and manage the project workflow and timeline to ensure all objectives are met.
    • Lead the process of securing project funding and approvals.
    • Ensure the timely completion of upfront planning studies and advanced engineering works.
    • Collaborate with the project team to develop and present the initial concept design.
    • Manage the tender preparation and procurement of project consultants.
  2. 2. Design and Construction
    • Stage I: Preliminary Design
      • Manage project consultants to deliver the Preliminary Design in accordance with the project timeline.
      • Review and provide value-added input on timelines and cost estimates.
      • Resolve technical, design, and construction issues with project consultants.
      • Liaise with relevant authorities and stakeholders to obtain necessary approvals.
      • Lead the project team in developing and presenting the preliminary design.
      • Manage the process of calling for tenders/quotations, including evaluation and recommendations.
      • Oversee project funding throughout the project lifecycle, including requests for budget increases.
      • Continuously review and manage the project timeline and scope, implementing measures to ensure objectives are met.
    • Stage II: Detailed Design, Tender Documentation, and Evaluation
      • Oversee project consultants in the timely delivery of the Detailed Design.
      • Review and provide value-added input on timelines and cost estimates.
      • Identify potential design, construction, and contractual issues, providing effective solutions.
      • Ensure all necessary approvals are obtained from authorities and stakeholders.
      • Lead risk management sessions and establish a comprehensive Risk Management Plan.
      • Lead the tender process, including evaluation and recommendation for the appointment of contractors.
      • Initiate and manage all pre-construction activities.
    • Stage III: Supervision and contract administration
      • Manage project consultants and contractors to ensure construction works are completed on time.
      • Ensure pre-construction reviews, such as Value Engineering and Design for Safety Reviews, are conducted.
      • Manage and control all change requests and scope variations.
      • Direct corrective actions to address project issues like design errors, delays, or manpower shortages.
      • Monitor and ensure all regulatory approvals are in place before physical works commence.
      • Attend regular site progress meetings and conduct site inspections for safety and quality.
      • Review and monitor construction progress, methods, and approval status.
      • Assess recommendations from project consultants regarding extensions of time and variation orders.
      • Facilitate and cooperate with any internal or external project audits.
  • 3. Defects Liability Period (DLP)
    • Ensure the submission and proper documentation of all as-built drawings, operation and repair manuals, guarantees, and warranties.
    • Monitor and ensure the completion of all outstanding work.
    • Confirm the satisfactory completion of all defect rectification works during the DLP.
    • Prepare a "Lessons Learned" and Post Implementation Report (PIR).
    • Facilitate any project audits conducted during this period.
    • Assist in the settlement of any contractual or commercial disputes.
  • Required Qualifications
    • a) For Infrastructure Projects – Degree in Civil & Structural Engineering from a University recognized by the Professional Engineers Board (PEB) and/or accreditation recognized by the Professional Engineers Board.
    • b) For Building Projects – Degree in Architecture, Civil & Structural Engineering, Mechanical & Electrical Engineering, Building Science or Quantity Surveying from a University recognized by the respective Professional Bodies or Professional Institutions.
    • c) At least 5 years of practical experience in the management of building (e.g. new building, R&R and A&A projects) or infrastructure (e.g. road, drain, sewers, services diversion) projects with contract value of $5 million and above.
    • d) The PM must be familiar with PSSCOC.
    • e) At least 2 years of relevant working experience or involvement in Integrated Digital Delivery (IDD) for project delivery and built environment industry.
    • f) The candidate should possess a strong, mature and proven ability to organize, manage and motivate a project team. The candidate must be able to work well with stakeholders and exercise good judgement in relation to project management and construction matters, including good knowledge of the Construction Contract.
