Job summary
A leading engineering firm in Singapore is seeking a Controls Engineer responsible for project management, cost estimation, and ensuring safety compliance. The ideal candidate will coordinate with various project teams, design manufacturing systems, and prepare detailed project plans. The role requires strong leadership skills and adherence to safety standards.
Responsibilities
- Report to Project Director / Project Manager.
- Attend site visits and prepare cost estimation.
- Co-ordinate and follow up with project teams.
- Design and develop systems for manufacturing operations.
- Draft tender documents and cost estimation spreadsheet.
- Design layouts and material flows.
- Evaluate performance and propose improvements.
- Present figures and unit rates to management.
- Submit tender documents and attend clarification meetings.
- Prepare construction detail schedules.
- Plan and execute the job to meet schedule requirements.
- Review project specifications and material take-off.
- Handle technical queries and investigate work-related problems.
- Ensure project safety, productivity, and quality.
- Prepare Method of Statement and Inspection Test Plan.
- Liaise with QA/QC personnel for compliance.
- Inspect unsafe practices and rectify issues.
- Prepare progress and safety reports.
- Manage all tasks creatively and efficiently.
- Comply with all local by-laws and standards.
Responsibilities

- Attend site visit and prepare cost estimation.
- Co-ordinating and follow up all the individual respective project team like Civil, E&I, Scaffolding, Automation, Passivation, Safety, Lifting and others.
- As a Controls Engineer you should perform a vital role in designing and developing systems for manufacturing operations.
- Draft tender documents and cost estimation spreadsheet.
- Design layouts, materials and information flow, or machine placement.
- You should responsible to evaluating performance and proposing and implementing improvements new or existing systems.
- Present final figures and unit rates to management.
- Submit tender documents and attend clarification meeting (if requested by client).
- Attend project/ safety meeting with client/sub-contractor/internal and prepare minutes of meeting.
- Prepare overall construction detail schedule for the project.
- Plan, coordinate and execute the job to meet the schedule and quality requirements.
- Prepare / review of project specification, P&ID and material take-off.
- Handling all technical queries and investigating all work-related problems and coordinating with client/sub-contractor/supplier to clarify the problems.
- Ensure the Safety, Productivity and Quality of the project.
- Prepare Method of Statement (MOS), Inspection Test Plan (ITP), Project Schedule and other working procedures.
- Ensure the installation / erection works meets the specification and requirements.
- Liaise with QA/QC personnel and ensure all the works comply with the requirements.
- To carry out inspecting and rectifying any unsafe practices and unsafe place of work.
- You will oversee the safety and job/ project operation.
- Prepare weekly / monthly progress reports/ safety reports/ manpower reports etc.
- You are to direct, guide and manage all tasks under your charge and ensure it is carried out in the most creative, efficient and professional manner to the best of your ability.
- You shall ensure, uphold and comply with all office standards, local by-laws and regulatory requirements.
