Job Description

The role represents Facilities Management (FM) as the single point of contact for the Project Team and Vendors, providing an FM operations perspective to manage project risks to live operational spaces and supporting infrastructure. The role ensures adherence to building rules and regulations, project scope, and applicable policies, and may be assigned other duties by Facilities Management as needed.

Responsibilities
  1. General
    1. Report to CLIENT’S Facilities Management (FM) and act as the FM point of contact for the project team and vendors.
    2. Provide an FM operations perspective to actively manage project risks to live spaces and infrastructure.
    3. Ensure the project adheres to, and enforces, CLIENT’S building rules and regulations, project scope, and CLIENT’S and FM policies at all times.
    4. Perform any other duties as assigned by Facilities Management.
  2. Design/Construction/LEED Reviews
    1. Review and provide inputs on design and construction drawings from an operations perspective.
    2. Keep the FM team informed of findings and feedback; facilitate design review sessions with project consultants.
    3. Participate in and review LEED (or equivalent) documentation from an FM perspective and develop a tracker of FM obligations with LEED consultants for post hand-over use.
  3. Work Planning and Risk Management
    1. Actively manage operational risks from project work and maintain a live risk register updated weekly based on PTW submissions.
    2. Raise project activities that create operational risks or issues requiring review with CLIENT’S FM Managers.
    3. Review all PTW submissions for work methods, risk analysis, drawings, and programs to ensure no adverse impact to CLIENT’S office; obtain approvals for work management requests.
    4. Run a weekly meeting to review PTW submissions with contractors, consultants, project management, and CLIENT’S FM and vendors.
  4. Site Work Management
    1. Supervise site works to avoid risk or disruption to business operations, especially for in-situ works and post-technology room handovers.
    2. Spot-check office-space works to ensure compliance with PTW and approved documentation.
    3. Escalate on-site issues following FM incident management protocols.
    4. Witness T&C activities and highlight risks/defects to the FM team.
    5. Post project work progress updates as scheduled.
    6. Maintain on-site documentation (e.g., distributions, cable labeling, BMS/Fire graphics) up to date during progression.
  5. Meetings
    1. Attend project meetings and design reviews, providing operational inputs and highlighting risks.
    2. Participate in site inspections, defects snagging/rectification, and handover inspections.
    3. Lead a weekly coordination meeting with CLIENT’S FM and vendor teams to review the weekly report and open actions or risks.
  6. Reporting
    1. Prepare weekly reports with project schedule, phasing, look-ahead plans, risk register, FM action items, and related items (e.g., air quality, dust prevention).
    2. Report status relative to FM Operational Readiness and FM Migration Readiness checklists.
  7. Handover Process
    1. Actively manage handover as construction nears completion and ensure issues are addressed before final handover.
    2. Document defect liability period arrangements with timelines and points of contact for defects.
    3. Track defects from handover inspection through to final resolution; manage handover documentation submissions and review with timely comments and approvals.
    4. Arrange training for on-site FM team and security on fire system operation; support site setup in FM systems (e.g., EAM CMMS, Space management).
  8. Engineering and Property Management Responsibilities
    1. Engineering: Review and provide inputs on design/construction drawings; manage as-built drawings and O&M manuals; review T&C documentation for full system handover and risk/omission identification.
    2. Property Management: Coordinate cleaners/movers for in-situ works and pre-handovers; support air quality management; coordinate with move manager for phasing and move plans.
