A prominent offshore services provider in Singapore seeks a Procurement Specialist to manage RFQ/RFP processes and oversee procurement of materials and equipment for complex marine projects. Candidates should have a Polytechnic Diploma or relevant degree and at least 5 years of experience in materials and procurement management within the oil and gas sector. Strong strategic procurement skills, attention to detail, and the ability to liaise effectively with suppliers and stakeholders are essential. This role supports logistical operations and ensures timely delivery of necessary equipment and materials.
Responsible for compilation of RFQ/RFP (request for quote / proposal) for all project equipment / materials including interface with engineering and other disciplines. Assist Project Procurement Manager (PPM) to complete Contractual / Commercial review of the quotes received and compile CBE (Commercial Bid Evaluations)
Responsible for placement of purchase orders (PO) and its follow-up management (expediting, achieving in‑time delivery, coordinate for commissioning engineers’ attendance, coordinate spares supply & inventory, final as‑built documentation receipt from suppliers etc.)
Responsible for maintaining Spares inventory register until handing over to Operations department.
Assist PPM / PQM (Project Quality Manager) to coordinate with Vendors for stage inspection & Factory Acceptance Testing (FAT) services including FAT record monitoring.
Responsible for logistic control, storage, inventory management and tracking of equipment, materials and spares received (Shipyard, Fab yard etc.). Assist cost controller for compilation and monitoring of variation claims, change orders and final settlement of payments against PO / Contracts
Responsible for follow up with vendor for any non‑conformity report (NCR) issued by project QA/QC and coordinate to get it closed.
