Job description
A. Key Functional Areas and Responsibilities

1. Programme Leadership and Sector Alignment

  • Provide strategic leadership for funded programmes, ensuring alignment with national social service priorities, sector strategies, and organisational mission.
  • Translate organisational and sector priorities into coherent programme strategies, theory of change,and multi-year implementation plans.
  • In collaboration with Clinical Director/Consultant, advise senior management and the Board on programme strategy, risks, performance trends, and funding sustainability.

2. Outcome-based Programme Design and Evaluation

  • Lead programme design using outcome-based accountability principles, including clear articulation of programme logic models, outputs, outcomes, and indicators.
  • Ensure programmes are designed in line with NCSS/MSF outcome measurement expectations (e.g. client, programme, and system-level outcomes).
  • Oversee the development and implementation of data collection frameworks, tools, and processes to support outcome tracking and evaluation.
  • Analyse programme data to inform service improvement, funding renewal, and organisational learning.
  • Ensure timely submission of accurate performance, outcomes, and evaluation reports to NCSS, MSF, and other funders.

3. Funding Compliance, Reporting and Grant Management

  • Provide oversight of grant agreements, ensuring compliance with funding conditions, deliverables, and approved budgets.
  • Lead preparation of funding applications, grant renewals, and variation requests in accordance with NCSS and MSF requirements.
  • Ensure robust financial stewardship in collaboration with Corporate/Finance, including budget monitoring, cost allocation, and audit readiness.
  • Support organisational readiness for funder reviews, audits, and compliance checks.

4. Clinical and Practice Governance

  • Work in close partnership with the Clinical Director/Consultant to integrate evidence-informed clinical practice into programme design and delivery.
  • Ensure service models adhere to professional, ethical, and practice standards applicable to social work andcounselling services.
  • Support the establishment and maintenance of clinical governance structures, including supervision, case review, practice guidelines, and escalation protocols.
  • Ensure safeguarding, duty of care, and client risk management requirements are embedded in programme operations.

5. Stakeholder, System and Partnership Management

  • Act as a key organisational representative to NCSS, MSF, sector networks, and community partners with regards to WE CARE's programme or services.
  • Build and sustain partnerships with healthcare, education, criminal justice, and community agencies to support integrated service delivery.
  • Facilitate cross-agency collaboration to strengthen referral pathways, service continuity, and client outcomes.

6. People Management and Workforce Capability Development

  • Provide leadership and supervision to programme managers and counselling staff, ensuring role clarity, performance management, and accountability for outcomes.
  • Develop staff capability in outcomes measurement, documentation, and evidence-informed practice.
  • Support succession planning and leadership development within programme teams.

7. Organizational Governance, Risk and Quality Assurance

  • Contribute to organisational governance through preparation of management and Board reports on programme performance, risks, and outcomes
  • Identify, assess, and manage programme-level risks, including clinical, safeguarding, financial, and reputational risks.
  • Ensure programmes comply with organisational policies, PDPA requirements, and NCSS/MSF governance and accountability standards.
  • Lead continuous quality improvement initiatives based on evaluation findings, client feedback, and funder inputs.

B. Expected Outcomes of the Role

  • Programmes consistently meet or exceed funders' defined outputs, outcomes, and quality indicators.
  • Strong outcomes measurement systems that support evidence-based decision- making, service improvement, and funding sustainability.
  • High level of funder confidence, demonstrated through successful audits, positive reviews, and grant renewals.
  • Clear clinical and programme governance structures that safeguard clients and staff while ensuring service quality.
  • A capable programme team with strong accountability for performance and outcomes.

C. Preferred Qualifications & Work Experience

  • Postgraduate qualification in Psychology, Counselling, Social Work or a related discipline.
  • Accreditation or eligibility for professional registration (e.g. SASW, SAC, APSAC) preferred.
  • Formal training in programme evaluation, outcomes measurement, governance, or leadership is an advantage.
  • Minimum 8–10 years’ experience in the Singapore social service sector, with at least 5 years in senior programme or service leadership roles.
  • Demonstrated experience managing public-funded programmes (MSF/MOH/MHA), including grant compliance, reporting, and audits.
  • Proven capability in outcomes-based programme design, monitoring, and evaluation.
  • Prior professional practice experience in social work, counselling, or a related discipline; addiction-specific experience is advantageous but not mandatory.
  • Strong understanding of NCSS/MSF or MOH governance, accountability, and funding frameworks.
  • Ability to bridge clinical practice, programme management, and funder requirements.
  • High level of integrity, systems thinking, and stakeholder management capability.
