Position Overview

This national healthcare programme consolidates and provides patient health data to serve national health needs and supports healthcare professionals in delivering better care. The programme is a foundational part of Singapore's national healthcare ecosystem, enabling digital transformation and interoperability across systems.

The Product Manager will lead the product roadmap and delivery for core data exchange services that connect national systems, licensees, and key stakeholders. The role requires close alignment with national priorities, policy shifts such as the Health Information Bill (HIB), and technical standards like HL7 and FHIR.

The Product Manager will drive strategic planning, development, and lifecycle management of product capabilities while ensuring they are scalable, standards-compliant, and responsive to national health data exchange needs.

Role & Responsibilities
  • Lead the product roadmap to align with national priorities and NEHR strategy
  • Manage feature prioritisation and backlog
  • Oversee product development from concept to delivery, including functional and non-functional requirements gathering
  • Assess and validate proposed technical solutions and architecture for product areas
  • Collaborate with internal teams (business, product, engineering, data governance, and security) to ensure alignment across the product lifecycle
  • Lead stakeholder engagement sessions with public and private licensees to gather feedback, validate requirements, and drive onboarding
  • Maintain compliance with national data policies and HIB requirements, including consent, access control, and auditability
  • Contribute to product documentation such as business process models, funding justifications, technical specifications, user journeys, and interface definitions
  • Monitor adoption, performance metrics, and continuous improvement initiatives
Requirements
  • Bachelor's Degree in Computer Science, Information Technology, Health Informatics, or a related field in business or healthcare management
  • 8 to 12 years of experience in product or solution management, with at least 3 years in large-scale IT systems or national platforms
  • Strong background in product development within complex environments, especially involving interoperability, data exchange, or integration services
  • Proven ability to translate business needs into technical and functional specifications
  • Knowledge of healthcare IT and/or clinical standards including HL7v2, CDA, FHIR, SNOMED CT, and LOINC is preferred
  • Familiarity with national data governance policies and health information exchange (HIE) models is an advantage
  • Excellent communication, stakeholder engagement, and multi-disciplinary team collaboration skills
  • Strong organisational skills with the ability to manage multiple priorities and timelines
  • Relevant certifications in Project Management (e.g. PMP, Agile) or ITIL Service Management will be an advantage
