Job description

The CoE cum CPG Procurement Supervisor supports the implementation of low to medium value (Rapid) sourcing initiatives across APAC countries, including strategic sourcing initiatives. He/she works closely with category managers, business units and/or functional leads to define sourcing requirements, utilize best practice tools and market intelligence, to seek the lowest cost options that will meet business needs. He/she collects and performs spend and sourcing data analysis across spectrum of commodities. He/she ensures underlying price and conditions are available at all times to internal/ external stakeholders for smooth execution of orders. He/she executes the procure-to-pay process, onboards suppliers and ensures the suppliers are fully configured. He/she works with suppliers to understand and improve supplier process performance and quality, optimize supply chains, and ensure requisitioning and ordering processes are in place. This position reports to the IT/CPG Procurement Manager, with a staff generally consisting of specialists and / or admins within APAC.

Job Duties
Implements Rapid Sourcing Initiatives
  • Supervises and execute low to medium (Rapid) Sourcing Process to initiate purchase requests (RFPs) for the assigned commodities.
  • Gathers market research and benchmarks on vendors and categories of spend for the purposes of developing commodity specific vendors and successfully executing competitive bidding events.
  • Coordinates and reviews competitive bid quotations, evaluates pricing for inclusion in cost proposals, and contacts suppliers to negotiate or conduct reverse auctions to drive cost savings, and ensure the bid process is followed by Procurement Analysis.
  • Analyzes the Total Cost of Ownership to determine preferred award scenarios and provide to stakeholders for review.
  • Works with financial analysts and other market intelligence to assess the financial stability of potential suppliers.
  • Works with cross-functional teams, conducts site visits when necessary, pre-bid and contract follow-up meetings, and interviews as necessary to evaluate supplier products, services, and capabilities.
  • Works to understand the supplier relationship, develop supplier performance measures and incentives, and create a plan for achieving identified savings.
  • Monitor and ensure proper supplier enablement knowledge during Rapid Sourcing events.
  • Ensure underlying price and conditions are available at all times to internal/ external stakeholders for smooth execution of orders.
  • Execute procure-to-pay process, onboards suppliers and ensures the suppliers are fully configured.
  • Work with suppliers to understand and improve supplier process performance and quality, optimize supply chains, and ensure requisitioning and ordering processes are in place.
  • Conducts internal assessments using price/cost analysis to substantiate research and validation for current purchasing processes.
Data Analysis & Reporting, SharePoint Administrator
  • Collect and perform APAC spend and sourcing data analysis across spectrum of commodities.
  • Analyze and explore opportunities on process improvement and/or sourcing strategies through data analysis.
  • Reports data analysis findings to local and/or Corp management team periodically, and/or when necessary.
  • Manages and supports the accesses and changes related to Sharepoint as a Site Administrator.
Supports IT category sourcing initiatives
  • Supervises and execute Sourcing Process to initiate purchase requests (RFPs) for IT related commodity, when necessary.
  • Coordinates and reviews competitive bid quotations, evaluates pricing for inclusion in cost proposals, and contacts suppliers to negotiate or conduct reverse auctions to drive cost savings, and ensure the bid process is followed by Procurement Analysis.
  • Analyzes the Total Cost of Ownership to determine preferred award scenarios and provide to stakeholders for review.
Supports Procurement Processes
  • Collaborates with APAC Process team to explore overall Procurement process improvement, including but not limited to contract management and source-to-pay.
Supervises and Develops Others
  • Determines employees’ training needs to produce continuous development plans.
  • Provides on-going feedback and support to improve performance.
  • Conducts performance evaluations in a consistent, fair, and objective manner to encourage continuous performance improvement.
  • Holds others accountable to established performance levels to achieve individual and group goals.
  • Resolves individual and group performance issues in accordance with UPS’s policies and procedures in a timely manner to motivate and foster teamwork.
Job Requirements
  • Possess a Bachelor's Degree in any fields.
  • 3 years of work experience in Procurement and analytical role is preferred.
  • Strong communication and negotiation skills.
  • Strong working knowledge of basic data manipulation tools such as Microsoft Access and Excel, preferably advanced level skill.
  • Experience in collecting and analyzing data.
  • Strong business, technical and financial acumen.
