Job description
Responsibilities
  • Based on the business characteristics of the representative office, plan and develop country-specific procurement strategies, strengthen supplier management, and ensure the representative office maintains a competitive advantage in procurement within its jurisdiction.
  • Support the representative office's business development in both market bidding and delivery assurance, and be responsible for the office's performance in delivery, quality, cost, resource assurance, internal control, and other key indicators.
  • Operate in a cross-functional team structure to ensure efficient execution of specific procurement tasks at the representative office.
  • Implement activities such as supplier qualification, selection, performance management, portfolio management, development, and collaboration for the representative office.
  • Collect and analyze market information, understand category trends, market supply, and price movements, formulate action plans, and optimize supply resources.
  • Manage supplier relationships, continuously collaborate with mainstream suppliers/subcontractors, enhance Huawei's customer status among these suppliers, and proactively assist them in improving operational efficiency.
  • Manage and monitor the authorized teams related to procurement qualification at the representative office.
  • Implement internal control management at the representative office.
  • To collaborate and communicate directly with Chinese speaking officers, stakeholders, counterparts, and customers in China HQ team
Required Qualifications/Skills
  • Minimum a bachelor degree in Engineering, Supply Chain Management, business or related field.
  • Minimum 4 years of procurement experience in the ICT/telecommunications industry, with experience in a large multinational enterprise.
  • Willingness to travel internationally to support business and project requirements.
  • Proven experience in engineering procurement and framework agreements, managing an annual procurement volume of at least USD $20 million while driving cost optimization.
  • Strong capability in cost management and optimization, including cost structure analysis, target price setting, and TCO reduction.
  • Hands-on experience in project-based and general procurement, able to convert technical and service requirements into Standardized BOQs and complete sourcing within project delivery timelines.
  • Experience managing multiple qualified suppliers (20+ active suppliers), including supplier Qualification, performance evaluation, and Supplier portfolio Management.
  • Experience supporting bidding and sourcing for telecom integration projects, such as network rollout, transmission, or data center–related projects.
  • Good understanding of procurement compliance, risk control in line with corporate policies.
  • Experience in supplier relationship management, including organizing or supporting supplier communication meetings or large-scale supplier conferences/events with over 200 attendees.
  • Proficiency in Mandarin is essential to ensure effective communication with the Chinese-speaking stakeholders, including head office, business counterparts, and customers based in China.
