Job summary

CCECC Singapore PTE LTD is seeking an experienced procurement professional to formulate and implement policies for sub-contractor services across CE, building, M&E, S&P. You will develop sourcing strategies, evaluate quotations, monitor performance, and lead RFQ and contract negotiations to ensure KPI achievement.

Qualifications

• Degree or Diploma in Purchasing, Engineering or Construction Management.
• 5–10 years of procurement experience.
• Excellent communication and negotiation skills.
• Self-driven, pro-active and independent.
• Good network of subcontractors in the construction industry.

Responsibilities

• Formulation, review and implementation of procurement policies for sub-contractor services.
• Develop and execute procurement strategies including sourcing, preferred suppliers, and contract terms.
• Evaluate sub-contractor quotations against project specs.
• Understand job scope for CE, building, M&E, S&P, etc.
• Monitor subcontractor performance and provide feedback on service levels.
• Coordinate with project and contract teams for cost control and procurement needs.
• Lead RFQ processes to meet cost, quality and service KPIs.
• Participate in contract negotiations with vendors and subcontractors.
• Resolve supply, quality, service, and invoicing issues.

Job Responsibilities

• Formulation, review and implementation of policies, procedures and best practices in procurement of sub-contractors services


• Develop and execute procurement strategies including efficient sourcing, preferred suppliers, contract, terms and conditions


• Evaluate sub-contractors quotation to ensure that they are in line with technical and commercial specifications required by the Project team


• Strong knowledge of job scope for construction related trade (CE, building, M&E, S&P etc)


• Monitor sub-contractors performance and provide feedback where service levels does not meet expectation


• Understand and work closely with Project team and Contract team to ensure cost control and also to meet procurement needs and requirements


• Lead Request for Quotation (RFQ) process to ensure procurement KPIs such as cost reduction, quality, service etc. are met


• Actively participate in contract negotiations with vendors and sub-contractors


• Resolve supply, quality, service and invoicing issues with sub-contractors

Job Requirements

• Degree or Diploma in Purchasing, Engineering or Construction Management


• Minimum 5 to 10 years of experiences in the procurement


• Excellent communication and negotiation skills


• Resourceful, self-driven, pro-active and independent


• Good network of sub-contractors in the construction industry
