The Procurement Engineer will be responsible for ensuring the timely and compliant execution of procurement activities for offshore oil and gas projects. This role involves coordinating with vendors, internal departments, and third-party institutions to manage procurement packages, resolve import/export issues, and maintain progress in line with project schedules.
Responsibilities
- Participate in the formulation of the overall procurement plan of the project, and clarify the scope, progress and budget of the packages in charge
- Identify risk points for critical equipment/material packages and develop countermeasures
- Organize the preparation of bidding documents (RFQ/RFP) and review technical specifications and commercial terms
- Responsible for the bidding process, coordinating Q&A, price comparison, clarification and negotiation.
- Coordinate the supplier design, drawing data submission and approval process

- Responsible for the quality control management of procurement
- Responsible for tracking the progress of procurement
- Coordinate transportation methods, customs clearance documents and delivery arrangement
- Regularly report the progress and cost, and put forward optimization suggestions
Requirements
- Experience in international project procurement, bidding and inquiry, familiar with international procurement processes, including bidding, price comparison, negotiation, contract signing and performance management
- Experience in the implementation of owners in the Middle East (such as Aramco, ADNOC, QE) and have a certain understanding of relevant international trade, laws, relevant policies and standards required
- Thorough knowledge of characteristics and technical requirements specific to offshore oil and gas platforms in Qatar is a MUST
- Familiar with Qatar’s project approval and review protocols
- Experience working on large-scale offshore or FPSO projects
- Must be willing to travel overseas for extended periods.
