Key Responsibilities:
- Leads the implementation and continuous improvement of Process Safety Management (PSM) systems to identify, assess, control and monitor major hazard risks in the terminals.
- Leads the delivery of Process Safety initiatives by collaborating with Engineering, Operations, HSSE teams and regulatory authorities to ensure compliance with Singapore’s regulations and industry best practices.
- Tracks PSM performance data and contributes to the development and maintenance of the relevant sections of the organisation's Major Hazard Installation (MHI) Safety Case.
- Conducts process safety reviews and hazard/risk studies for existing and new facilities.
- Participates in process safety incident investigations and follows up on preventive and corrective actions.
Administer Process Safety Management (PSM) systems
- Support Process Safety framework adoption and implementation for the local organization in accordance to relevant local regulations, internal and industry standards/best practices.
- Ensure governance of Process Safety Management (PSM) system is in place to achieve organization's operational effectiveness and efficiency, reliable reporting, compliance to laws, regulations and policies through:
- Develop operational process safety solutions by defining, studying, estimating, and screening alternative solutions.
- Improve operational process safety results by studying, evaluating, and recommending process re-design; implementing changes; contributing information and opinion to engineering design and modification teams.
- Monitor and report key process safety performance indicators, track action closure, support audits and compliance reviews, promote continuous improvement in risk control.
- Investigate Process Safety incidents with the local team and propose suitable improvements / recommendations to avoid reoccurrence.
- Identifies operational process safety problems by observing and studying system and performance results.
Support process engineering projects
- Review and/or provide support in e.g. Process Hazard Analyses (PHA), MOCs, risk assessments, safety studies, Safety Case and project designs, to ensure process safety related considerations are identified and addressed.
- Develop recommendations and addressing Process Safety deficiencies identified in these reviews, where applicable and ensure relevant documentation is complete.
- To systematically seek out process safety improvement opportunities and assess risk to ALARP.
Administer staff and organisational development
- Build Process Safety competency in the organization through training sessions on process safety topics.
Skills / Knowledge:
- Bachelor’s degree (or higher) in Chemical Engineering, Process Engineering, Safety Engineering from a reputable university.
- Minimum 5 years of Oil/Petrochemicals experience, specializing in process safety and hazard management.
- Strong knowledge of process hazard identification and risk assessment methods and tools (e.g. HAZOP, LOPA, QRA, Bowtie).
- Knowledge of international and local safety standards and regulatory requirements (e.g., API, NFPA, SS, functional safety).
- Strong terminal operations knowledge, its drivers from a technical and risk point of view.
- Good communication, analytical, problem-solving and stakeholder-management skills; able to work across engineering, operations, maintenance and HSSE teams.
- Proficient in consequence modeling software (preferred).
- Motivated and independent individual who can work under pressure, integrate and participate well in a team environment, problem solving abilities, attention to details, able to multi-task and work under tight deadlines and exhibits a positive attitude.
Please note:
- This position is based in Jurong Island
- Official Working hours: Mon - Fri, 0830 - 1700 hours
- 70% of the time on the ground, site inspection and troubleshooting
